Public housing is the important part of the housing supply system which suited to the socialist market economic system during the process of houses. Back in 1991, the State Council made a " develop the economy housing, give priority to solving the problem of housing for the houseless and housing hardship families" .In 1998, State Council issued the "Opinions on Further Deepening the reform of the housing system and speed up housing construction," which advised to stop the housing distribution in kind, but in money, to establish and improve a multi-level affordable housing-oriented housing supply system. So far, China's real estate market has now entered a new period, the multi-level housing supply system which includes real estate, affordable housing and low-rent housing has been formed. In 2007, on the CPPCC National Committee and the NPC plenary session,"the 1st proposal on CPPCC" emphasized that the government should invest in the construction of affordable and low-rent rooms, so that the low-and middle-income households would achieve 'Home ownership' dream in the near future.Because affordable housing, low-rent housing has the nature of the Social Security, so we call them public housing. They are very significant, because they ease the housing conflicts, keep the social stability, and solve the problem of housing for low - and middle-income families. But during the construction and developing process of public housing, also had aseries of problems, therefore, it was necessary to study deeply, not only making an inquiry into it in theory, but also solving the problems about construction and management.The text started from the public housing background in Xi' an, then expounded the necessity for public housing construction in Xi' an, through the analysis for real estate market and public housing market in recent years, according to the date of development volume, sales and selling price, explained the current public housing developments and the problems in Xi' an, face the problems in reality, learn from the advanced mode of operation abroad, use economics, theory of public schools and so on, the author explained the objectives on future public housing development and management plan for Xi' an; useing the neural network to forecast the the future demond of public housing in Xi'an;based on the analysis on the effectiveness of the subsidies Economic, raised a model of public housing subsidies for Xi'an; by analyzing the cost of public housing, the article gave the methods that how to determine the prices of the affordable housing and the rent of the low-rent housing in Xi'an;finally,the article discussed the model of property rights and the financial for the Xi'an public housing.
