The global economy is developing rapidly,and the trade in aquatic products is becoming more and more frequent internationally.The healthy and delicious aquatic products are favored by consumers all over the world.According to the Uncomtrade database,world water exports rose from 51.256 billion U.S.dollars in 2002 to 87.535 billion U.S.dollars in 2017,an increase of 70.78%.China is a big producer and exporter of aquatic products.According to the China Fisheries Statistical Yearbook,in 2002,China’s aquatic products exports amounted to US$5.58 billion to replace Thailand as the largest exporter of aquatic products.In 2011,China’s exports of aquatic products exceeded the US$10 billion mark.In 2019,exports of aquatic products exceeded US$20 billion,ranking the No,1 in the world for 17 consecutive years.This shows that the export of Chinese aquatic products has greatly promoted the rapid development of China’s economy and brought a certain amount of foreign exchange earnings.The issue of food quality and safety is an important issue related to people’s livelihood.In the context of deepening international economic and trade cooperation and frequent exchanges of merchandise trade between countries,food safety incidents and animal and plant diseases incidents due to imported foods are becoming more and more important.Many countries have also strengthened their use of the Agreement on the Implementation of Sanitary and Phytosanitary Measures(SPS measures)after China’s accession to the WTO.Compared with tariffs and traditional non-tariff barriers,SPS measures have some concealment and flexibility,and are often used by some countries as an excuse to prevent products from other countries from entering the domestic market.According to the data released by the WTO,as of 2018,the total number of SPS notifications in all countries in the world has reached 25056.In 2017,China’s aquatic products received 1061 notifications,directly and indirectly affecting the export of Chinese aquatic products,making China Aquatic products are banned,rejected and detained by other countries when they are exported.This paper selects the 03 types of aquatic products under the HS92 code from 2002 to 2017 as the research product object.First,the value of China’s aquatic products exporting countries is ranked.The number of SPS notifications for Chinese aquatic products is higher than the annual number among the top countries.The five countries are the target countries.In the end,Japan,the United States.South Korea,and some countries in the European Union and ASEAN were selected,a total of 26 countries.These 26 countries account for more than 80%of China’s total exports of aquatic products,which is sufficient to illustrate the overall situation of China’s aquatic products exports.The theoretical analysis method,the empirical analysis method and the comparative analysis method are adopted.Firstly,the status quo of China’s aquatic products exports subjected to SPS measures is analyzed and analyzed.Secondly,the binary margin of China’s aquatic product exports is measured,and the trading partner countries are again empirically studied.The impact of SPS measures on the binary margin of China’s aquatic product exports,and finally divide the trading partners of China’s aquatic products into developed and developing countries according to economic level,and empirically compare the SPS measures of different economic conditions to the dual export of Chinese aquatic products.Marginal influence.The empirical results show that SPS measures have a significant inhibitory effect on China’s aquatic product exports.Specifically,the SPS measures have a significant inhibitory effect on the intensive margin of China’s aquatic products,while the effect on the marginal expansion is not significant.The marginal impact of SPS measures in developed and developing countries on the expansion of China’s aquatic products exports is not significant.SPS measures in developed countries have a significant inhibitory effect on the intensive margin of China’s aquatic products exports.The inhibitory effect is not statistically significant.The inspiration from the empirical results is that China’s aquatic product exports have a singular character.Enterprises should increase the intensity of aquatic product innovation,produce high value-added aquatic products,and shift the focus of aquatic product trade to some low SPS barriers.Developing countries.The innovations of this paper are as follows:First,in terms of the choice of research objects,this paper focuses on China’s aquatic product export research.The trading partners not only choose Japan,the United States,the European Union,South Korea but also the developed countries such as Thailand,Malaysia,Indonesia and so on.In some developing countries,the sample coverage is more comprehensive.Secondly,in terms of the research perspective of this paper,based on the microscopic perspective,under the assumption of enterprise heterogeneity,we not only examine the impact of SPS measures on the total export volume of aquatic products,but also examine the export of aquatic products due to changes in trade costs.The impact of the species.The total amount of aquatic products export trade is divided into extended margin and intensive margin,and the impact of SPS measures on the marginal and intensive margins is examined separately.Third,the trading partners are divided according to economic level,and the impact of SPS measures of developed countries and developing China on China’s aquatic products trade is compared.
