| Since the 21 st century, with the development of world economic integration, all kinds of global product markets are gradually opening, aquatic products as one of our country’s important export products, foreign trade scale increases, the total amount of trade rises, but in recent years our aquatic products trade deficit began to appear, and is in the expanding tendency, aquatic products import trade growth range is higher than export,The situation is related to the trade barrier set by importing country.Following China’s accession to the WTO,countries have also stepped up their use of the Agreement on the Application of Sanitary and Animal and Plant Health Measures(SPS Measures). In addition, because SPS measures are more subtle and flexible than tariffs and traditional non-tariff barriers, they are often used by some countries as an excuse to prevent other countries’ aquatic products from entering their markets.According to the data released by the China WTO/TBT-SPS Notification Advisory Network,by 2023,China’s aquatic products have been notified 2,593 times, which has directly and indirectly affected China’s aquatic products export. As a result of SPS measures,Chinese aquatic products are prohibited, refused and detained by other countries when exporting, which greatly increases the export cost of aquatic products exporting enterprises. In this thesis,Category 03 aquatic products under HS92 code from 2001 to 2021 are selected as research products objects, and the data of Chinese aquatic products exported to 27 European Union countries are analyzed.Based on literature analysis and empirical analysis, this thesis firstly studied and analyzed the current situation of China’s aquatic product export trade and SPS measures.Secondly,it decomposes the binary margin of Chinese aquatic products exported to EU.Finally, this thesis empirically studies the impact of EU SPS measures on the binary margin of China’s aquatic products exports to EU,and further discusses the dual margin impact of SPS measures of countries with different trade levels on China’s aquatic products exports. This thesis studied the existing relevant literature, combined with relevant theories, took the number of SPS notified to WTO by various countries as the explanatory variable, the trade volume of Chinese aquatic products exported to EU as the explained variable and other control variables, and reached the following conclusions: First,EU SPS measures have a significant negative effect on the trade volume of Chinese aquatic products exported to the EU.By studying the changes of the SPS coefficient at each quantile level,it can be seen that the absolute value of the regression coefficient of SPS variable decreases with the increase of quantile, indicating that the increase of SPS notification number has a greater impact on countries with low trade level.Countries with high levels of trade are less affected.Secondly,China’s GDP,GDP,population and exchange rate of European Union countries have a positive impact on Chinese aquatic product exports to European Union, while the geographical distance between the two countries has a negative impact on the export of aquatic products, among which the size of the GDP of European Union countries and changes in the exchange rate have a more obvious impact on Chinese aquatic product exports. |
