In recent years,with the rise of internet economy,the northeast areas in China has developed as an old industrial base featuring heavy industry as its pillar industry.It undertakes an important task during the process of China's reform and opening-up and economic development,accumulating a strong economic strength.However,with the third industrial revolution coming up which is based on science and technology,it came into the new momentum for economic development.The third industry has gradually become the new momentum of economic development."Internet+" become the general background of industrial development,"Mass entrepreneurship and innovation" become the new demand come up by our community and country in the new era.In recently years,the economic performance of the areas in northeast China continues to be depressed,which is strongly caused by backward production capacity.In addition,the areas are insufficient of motivation for economic development so that industrial upgrading is imminent.But on the other hand,during several years' development of these areas in China,strong industrial base accumulate strong industrial strength while keeps a good talent reserve,General secretary Xi Jinping has proposed the new demand in new era featuring "revitalizing the old industrial base in the northeast areas in China" during his inspection of the old industrial base in in the northeast areas in China.Revitalizing the economy in Northeast China is not only the focus of the work of the Party and the state in the new era,but also it has become the top priority of Liaoning Province's government in the process of economic transformation.From the Japanese perspective,Japan emerges as a big foreign direct investment country after World War II.On the one hand,Japan and Liaoning province geographically lie across the sea.And they have naturally cooperative advantages.Considering the history and culture of these two coutries,the culture of Tang Dynasty of China has a profound influence on Japan.Therefore there is a another complementary feature between them.On the other hand,with the continuous optimization of domestic business environment and the introduction of Abe Economics,Japan gradually takes steps to revitalize its domestic economy,such as accelerating the pace of industrial adjustment,re-aligning its global supply chain layout.More importantly,at the same time of retaining the independent production of core components,Japan gradually transfers its quantitative and modular industry chain to other countries which means an opportunity to Liaoning province.Liaoning has always been a strong manufacturing province.It has not only a strong industrial foundation but also high-quality scientific research personnel.In this sense,the two countries has the ability to adapt each other very well.Therefore,study on Japan's direct investment to Liaoning Province and the export of Liaoning Manufacturing Industry to Japan has strong theoretical and practical significance,which can better promote the economic development of Liaoning Province while it can also be used for reference in other areas.Since 1990s,with the rise of New Economic Geography,the factors of location in Geography play an increasingly important role in the economic research of a certain region.More and more scholars are gradually adding geographic location factors to their researches on the relationship between investment and trade.Based on the induction and combing of relevant research and data,we can find that the trade and investment activities between any two economies are not only directly affected by each other.It can also be indirectly influenced by neighboring regions.That is,there is a spatial effect.This study takes Northeast China as a research subject and chooses the spatial spillover effect that Japanese direct investment has on manufacturing industry export to Japan in Lioaning province as the study subject.By using research data of the district and county level,the existence of spatial spillover effect is ultimately verified from the theoretical and empirical aspects.A relatively new spatial econometric model(SDM)is adopted for empirical study.By using boundary,geographical distance and economical distance spatial matrix,the existence and the degree of spatial spillover effect are studied based on Moran test.After analyzation and conclusion of metering results,this paper points out the existing problems in Liaoning province and proposes policy recommendations in a target manner.
