Study On The Current Situation Of Village-level Debt Settlement In Z Town Of Shandong Province

The large-scale existence of village-level debts damages the interests of the state,village collectives and peasants.The daily autonomy activities of village-level organizations are also affected,becoming an unstable factor affecting the ranks of rural cadres and rural society.From the actual work,the overall strength of the two village committees of any village-level organization with relatively large village-level debts,is generally not strong,and the village organizations are weak and lax,even in a state of paralysis.This induces a series of social problems,such as the sharp contradiction between the cadres and the masses and the instability of the cadre ranks.Z town is a typical agricultural town,which most of the village-level organizations have few kinds of income and small scale.Therefore,under the influence of various internal and external factors,the total debt of the whole town is large and complicated,and getting out of debt is getting harder.At present,the town has taken certain measures to strictly manage the village-level debt and explore the solution of village-level debt.effectively reduced the stock of village-level Debt,control the new debt.On this basis,the causes of formation of village-level debts are thoroughly considered,new problems encountered in resolving debts are deeply analyzed,the existing debts of village-level are gradually reduced,and new debts are prevented,therefore,it is of great significance to solve the problem of village-level debt,which perplexes the development of village-level and affects the social stability.This paper mainly includes three parts: the current situation of village-level debts,the current situation of village-level debt settlement,the cause of formation of village-level debts and the problems existing in the settlement,and the settlement measures of village-level debts.By consulting the basic materials about village-level debt of the Finance and Economics Center,and designing two kinds of questionnaires for village-level organizations and farmers,I have obtained a lot of first-hand materials about village-level debt and its settlement.By using the methods of literature research,Quantitative Analysis and statistical analysis,and with the help ofa large number of basic materials,this paper summarizes and analyzes the current situation,causes and solutions of village-level debt,in order to obtain reliable and operability research results.Through the data analysis and the results of investigation and interview,I summarized the causes of village-level debt are economic factors,which mainly refer to the lack of matching funds and economic income of village-level organizations under the background of project system,and institutional factors,mainly refers to the village-level organization power and financial power is not equal,under the pressure political system of excessive debt incentives.At present,the main problems of solving village-level debt are limited income of village-level organization,backward service idea,single way of debt solving,lack of superior support,etc.In view of the existing problems,the focus of resolving village-level debt should be on resolving the debt stock and reducing the debt increment,the concrete measures are mainly to increase the economic income of village-level organizations,improve the level of service of village-level organizations,formulate a flexible solution plan,and so on.
