Investigation On Village Debt In Y City Of Heilongjiang Province

At present,the village-level debt has become an universal problem in our country.It increasesrapidly in quantity and has been beyond the village’s bearing capacity seriously.Thevillage-level debt restricts the development of rural economy,bounds the function ofvillage organization,affects the stability of rural society,becomes the constraints of all-roundpromotion in rural comprehensive reform.As an underdeveloped province in economic,thecontradictions brought by the village-level debt in Heilongjiang are more obvious,and itsharm not only appears in the economic field,but also in the social and political fields.Asa state-owned forest region,the foundation of village-level economy are more weak in Y city forthe objective environment of forestry and agriculture,and the negative effects caused by thevillage-level debt are more profound.In recent years, the domestic research on the problem of thevillage-level debt became richer and richer, and played a positive role in the governance of thevillage-level debt, but reseach targeting at the village-level debt in forestry area was not somuch, therefore, the investigation and research on the governance issues of the village-leveldebt in Y city, has positive significance both in the theoretical and practical aspects.The main work of research in this paper includes the following aspects: investigation on thesituation of the village-level economy and debt in Y city; analysis of the causes and harm of thevillage-level debt in Y city;studying on the governance countermeasures of the village-level debtin Y city. the study draws the following conclusions: the existing situation of the village-leveldebt in Y city is not optimistic; the causes of the village-level debt in Y city is complex; theharm of the village-level debt in Y city is far-reaching; the governance work of the village-leveldebt in Y city should be implemented step-by-step under the consideration of now andfuture; the governance work of the village-level debt in Y city should be focus on both reductionand prevention.The theoretical study on the characteristics、composition、harm and countermeasures of thevillage-level debt in Y city in this paper, can provide a rural example from the forest area for thetheory studies of the village-level debt in our counrty, enrich and improve the contents and thearguments of the theoretical system of the village-level debt study. At the same time, by the dataanalysis on the source、uses、formation time of the village-level debt in Y city,this paper reveals the main problems and causes of the village-level debt in Y city systematically,finds the key tothe governance of the village-level debt in Y city,puts forward the correspondingcountermeasures.This can improve the relevance and accuracy of the policy that formulated bylocal government to governant the village-level debt, and provide instruction in theory andreference in practice to solve the problems caused by the village-level debt better and faster.
