A Study On The Village Debt Problem In Shanxi Province

As we all know, the village debt has already become an important factor that restricts the new socialist rural construction and affect social stability in Shanxi province. This dissertation tries to discuss debt forming mechanism to find the problem's sticking point and to provide theoretical proof for decision making person. Basing on field survey in L county of Shanxi province, the dissertation adopts individual case analytical method and exercises large numbers of statistical data survey material in analyzing the debt scale, structure, main cause and eliminating measure, which provides powerful support for theoretical conclusion and analysis. Taking village debt as the analysis view, the dissertation constructs a systematic frame, which is a good melioration to the scattered research status. Moreover, the research has important realistic significance on the analysis of its cause, paying off and eliminating.Firstly, this dissertation reviews the research development at home and abroad, summarizing some common feature useful for reference in developed countries' local financial system, and analyzing the current research situation at home from the point of the major stages, current situation, the cause, eliminating measure and optional path.Secondly, based on the definition and analysis of village organization and debt, the dissertation introduces the primary situation of the whole country, Shanxi province and research field, the demonstration cause of village debt and discloses the influence and harm of heavy debt. Then this dissertation gets the following conclusions that village debt is not only a special problem in certain area, but also an frequent problem which directly affects local rural economy and social stability.Thirdly, this dissertation discusses the cause of village debt on the lay of theoretics. The cause of village debt is complex, from the view of theoretics, it is a system problem which lies the fault of local public goods' supplying body, the limitation of country organization system arrangement, the lag of assistant transformation, moral hazard inducing debt, "North dilemma" of local government.Fourthly, by using of the new institutional economics principle, this dissertation point out that in order to keep away and eliminating debt, it is necessary to promulgate relevant policy and rules, to establish and consummate debt paying mechanism of governments in all levels, to endow village organization with correspondent wealth power, to establish scientific achievement assess mechanism, to recombine credit and debt, to deal with farmer's personal debt appropriately. Moreover, it is essential to improve a series of assistant measure: colligating finance fund of supporting agriculture, boosting democracy construction, simplifying bottom regime and perfecting tax system.Last, the dissertation reaches some conclusion and determines the direction of future research. Firstly, the village organization should possess what kind of public function. Secondly, how to improve the motivation and restriction mechanism of rural cadre.
