In the period of planned economy,state-owned enterprises were responsible for functions of society,including supplying electric power,water,heating(gas)and property management for employees’ houses,running public services as schools and hospitals,service of retirees and so on,which benefits not only livelihood of employees,but also development of enterprises,local government and society.While the economic system reform constantly deepening,state-owned enterprises responsible for functions of society cannot fit in with the needs of the society,revealing its abuses.Under this situation,it is an inevitable requirement for state-owned enterprises to be thin and strong.In order to achieve that,state-owned enterprises must remove the service for society functions.This also can be an important aspect of supply-side structural reform and reducing cost.It is also be beneficial for government to improving social management functions and social management functions.This essay will take Henan province as an example.We will analyze the contents,necessity and measures of removing the social functions of state-owned enterprises,Use literature analysis,interview people,summarize the successful experience and problems in Henan province.Analyse the problem including the weak will to reform,policy not put in right place,high pressure for reform funds,lack of government functions,touching off some factors of instability.We focus and analyze the reason,and put forward the corresponding improvement measures.In order to solve the problem from removing the social functions of state-owned enterprises.,We need to build consensus on reform,improve policy implementation,coordinate the cost of reform,and transform government functions.
