For this, the government in our country must realize thatthe reform of state-owned enterprises indicated the correct development direction. And thereform of state-owned enterprises’ difficulty is the national function how to change from highlysocial economy to a monopoly multipled scattered social market economy, not only a hugesystem exists, but also the lack of ready policy can transit, also the idea of government,enterprises and the staff are very different from the others, which caused the reform ofstate-owned enterprises a long and difficult journey, in a certain extent, delaying the pace of thereform of state-owned enterprises. At the same time, the reform of the state-owned enterprisealso appeared in the process of government function which changes in order to keep up with theproblem. How to overcome the difficulties, and find out the results of state-owned enterprises’reform and the functions of the government about the problems, also speed up the process ofreform, in order to achieve good results of state-owned enterprise, at that time, government playsa greater role in promoting economic and social development, maintain social stability and theconstruction of a harmonious society, as well, also has important significance.Firstly, this paper is according to the development of history of our country, the governmenttransformates in process of comprehensive review and summarization.
