In recent years, with the further acceleration of the reform and opening up, the pace of opening up to the outside world, the continued growth of the national economy, the increasing pressure of market competition, facing a series of difficulties and problems in the process of enterprise survival and development, especially social problems have become increasingly prominent. Based on this, the corporate social responsibility has been gradually paid attention to, and become one of the key topics of domestic and international scholars.In this paper, Sinopec Guangdong branch as a case study, based on discussing the current situation of social responsibility on the study of the existence of government in promoting corporate social responsibility issues, the study found that the current government in promoting corporate social responsibility in social responsibility mechanism is not perfect,to fulfill their social responsibility the dynamic mechanism of corporate social responsibility,lack of supervision and supervision of corporate social responsibility of government authority is not clear, the main reasons of the problem including the government and the state-owned enterprise blurred, failed to effectively implement the responsibility of state-owned enterprises, the overall concept of corporate social responsibility, corporate social responsibility, lack of promotion of corporate social responsibility legal system construction the local government is not perfect and the excessive pursuit of economic growth. Through the summary and overview of domestic and foreign scholars’ research theory, access to relevant literature, combined with the status quo of China’s state-owned enterprises to fulfill their social responsibility, put forward a feasible solution.Finally, from the government to promote corporate social responsibility of the basic principle, strengthen corporate social responsibility guide, through economic means to guide enterprises to fulfill their social responsibilities, formation of pluralism in the corporate social responsibility supervision system and strengthen the legal system construction of corporate social responsibility etc. aspects put forward countermeasures and suggestions on the corporate social responsibility of the government to promote.Through the research of this paper, it provides a certain reference standard for the state-owned enterprises to fulfill their social responsibility, and laid a solid theoretical basis.At the same time, it further enriches the theoretical and practical research foundation of the state-owned enterprises to fulfill their social responsibility, and fully reflects the significance of state-owned enterprises to fulfill their social responsibilities.
