Under the background that infant families are gradually dominated by 80,90 double-paid families,the inter-generational care is lack of professionalism and frequent outbreaks of quality problems in child care services,the governments at all levels have continuously issued support policies on the care of children aged 0-3 years guided by national guidance and committed to promoting the high-quality development of childcare services through tax and rent reduction,financial support,quality ratings and incentives,and government-assisted training of service personnel.The existing research on childcare services mainly focuses on calling for the establishment of nursery institutions,how to make effective use of public libraries,the construction of early upbringing service system and so on,which are all belong to qualitative research.But,quantitative research on quality perspective is still relatively scarce.Therefore,based on the theory of government subsidy and service quality decision optimization,under the premise of government subsidies,this paper constructs revenue models for three situations: single child care service agency quality decision,competition between two service agencies,competition between two service agencies and limited subsidy resources.The influence of government subsidy on optimal service quality decision in various situations is discussed from game theory.Firstly,considering the situation of a single childcare service organization,a game model of the government and childcare service organization is constructed and analyzed and the simulation experiment compares the optimal decision of the childcare service organization under the government subsidy and non-subsidy situation.The results show that the government subsidy can improve the service quality and increase the service supply.Secondly,construct and analyze the competition model of childcare service institutions adopting different quality management strategies in the presence or absence of government subsidies,and study the influence of quality and price competition relationship between childcare service institutions adopting different quality strategies under the government subsidy environment through simulation experiment.The results show that government subsidies can improve the trend of declining optimal decision-making results in the childcare service market due to increased quality competition,but weaken the optimization effect of price competition.Even so,government subsidies still optimize optimal decision-making results in each competitive state and guarantee the rising trend of social welfare.Furthermore,a model of inter-agency quality and price competition for childcare services adopting the same quality management strategy is constructed under the condition of limited government resources,and the optimal decision-making of childcare services under centralized and decentralized government decision-making is analyzed by simulation experiment.The results show that,compared with centralized decision-making,although decentralized decision-making requires the government to give childcare service agencies different degrees of subsidies to promote the operation of childcare service market,under the same overall market environment,decentralized decision-making can provide more supply to the market and the quality of a majority of childcare services is maintained at a relatively high level.According to the research results,from the perspective of improving the quality of childcare services,suggestions for the formulation of government subsidy policies are as follows: moderately guide consumers' awareness of the price and quality of childcare services,and fully investigate the quality and price competition and consumers' willingness to pay for quality as well as giving different degrees of subsidies to childcare service organizations with different market shares under decentralized decision-making,which can better guide the high quality development of childcare service industry.
