Chinese state-owned enterprises do not lack of successful cases. Qingdao Haier, Sichuan Changhong are the most successful state-owned enterprises representatives in China. These have become a necessary cases in business school MBA and EMBA classes. However, it is more inefficient in other state-owned enterprises, such as product backlog, years of losses, laid off workers. Why are there big difference in the same state-owned enterprises, We reform the state-owned enterprise, solve the problem of loss of state-owned enterprises. We can not but think of this.The superiority of socialism in the development of state-owned enterprises play a decisive role not long textbook taught to our social system, public ownership, the party's correct leadership and the people are the masters, and so these things on the rise and decline of state-owned enterprises did not play any role. Practice has proved that state-owned enterprises, and because these factors generally do not grow, dynamic, competitive market. The same state-owned enterprises and not because of general malaise of these factors, a serious loss, bankruptcy. Objective analysis of the current state-owned enterprises, business leaders personal integrity, ability and overall quality often play a very important and even decisive role. Business leaders can be self-discipline, lead by example and selfless, one for the public, and employees through thick and thin, respect for employees, caring staff, as employees for the brothers, scientific management, to think hard, to drive employees to actively move forward, companies will be able to flourish, constantly growth, and even loss of business to profitability, back to life. If business leaders immorality, abuse of power, corruption, retaliation on the staff, ignoring staff of life, nepotism, management does not act, then promising state-owned enterprises fell to these "Prodigal" hands will naturally lose the mess. So laid-off workers, business failures, poor and rich abbot of the temple. Thus, the present decision of China's rise and decline of state-owned enterprises is not the key lies in the system but rather the rule of man.This article set Dalian Port Technology engineering co., ltd as a case to analysis of existing problems of the company, the integrated use of management, economics, human resource management, operations management, such as these theories to science and other subjects to direct the company positioning, So that the company quality of service shall be continue to enhance in the technology outsourcing market competition. It shall be the development of long-term stability.
