Research On The Influence Of Fiscal Policies To The Optimization Of Industrial Structural In Jiangxi Province

The report of the 19th CPC National Congress pointed out that socialism with Chinese characteristics has entered a new era,which is a new historical orientation of China's development.In the new era,the overall background of the economy is the new normal of economic development,which means characterized by a shift from high-speed economic growth to high-quality development,and faced with important challenges such as industrial structure upgrading and growth power transformation.As an important means of national macro-control,fiscal policy plays a very important role in income distribution and resource allocation,and should be reasonably used in the upgrading of industrial structure.The economic development of Jiangxi Province lies in the average level of the central region,and the ratio of the tertiary industry lags.It is of high-reaching significance to study how to employ the power of fiscal policy to promote the optimization of industrial structure,the transformation and upgrading of traditional industries and the development of modern service industry in Jiangxi Province.The influence of fiscal policy on the optimization of industrial structure is a hot topic.In the existing literature,most of them are reasonable explanations from the total amount or structure of fiscal policy,ignoring the possible effect of fiscal efficiency on the optimization of industrial structure from the "quality" level.In the carding of previous literature,it is found that little research has been made on Jiangxi.Therefore,this paper will focus on Jiangxi Province,decompose the optimization of industrial structure into high-grade industrial structure and rational industrial structure,and study the influence mechanism of fiscal policy "total amount structure efficiency" on the high-grade industrial structure and rational industrial structure.This paper starts with the basic theory of industrial structure optimization and fiscal policy,and analyzes the influence of fiscal policy on industrial structure optimization in detail from the theoretical level.Based on this,the paper analyzes the current situation of industrial structure in Jiangxi Province and the rational industrial structure and high-grade industrial structure in various cities,and evaluates the financial expenditure policy,tax policy and financial efficiency in Jiangxi Province.The financial efficiency is calculated based on the Three-stage DEA model.Then,the panel data of 11 cities in Jiangxi Province are selected and constructed by GLS and system GMM methods Static and dynamic panel model,From the three aspects of total revenue and expenditure,financial revenue and expenditure structure and financial efficiency,this paper makes an empirical analysis on high-grade industrial structure and rational industrial structure.Finally,based on the theoretical analysis and empirical test,based on the power constraints of local governments,the paper puts forward targeted policy optimization suggestions to promote the optimization of industrial structure in Jiangxi Province,which is of great significance to the realization of Jiangxi's economic transformation,and provides more abundant information and case studies for the industrial transformation and upgrading of other underdeveloped provinces in China.
