A Study On The Fiscal Policy To Promote The Optimization Of Industrial Structure In Yunnan Province

With the national economic development, optimization of industry structure in accordance with the needs of the economic development has become one of the important task in Yunnan Province. Especially in this "new normal" economy, the development of economic not only need to pursuit economy growth, but also need to improve industrial development qualities. Yunnan’s industrial development relatively backward in China, the unreasonable industrial structure and the low level of development has become a key factor to restrict economic restructure and sustainable development in Yunnan. So the optimization of industrial structure is the key problem to be solved in the process of economic development at this stage. And the fiscal measure which is an important way for the national macro-economic control policy and the adjustment of the regional industry structure. Reasonable and effective fiscal policy can guide resource elements to the optimum allocation of industry structure in each urban economic region, in order to optimize the industrial structure.On the basis of learning from the research results at home and abroad, and according to the analysis of industrial structure development in Yunnan Province, point out the problems which lead to unreasonable industrial structure. At the same time, Using CGE models to simulate various financial instruments for the effect of the industrial structure, and provide support for making the policy. Finally, according to the characteristics of the Yunnan province and the mechanism of the financial which impact the industry development put forward the policy Suggestions to optimize the industrial structure in Yunnan Province.This article’s frame is as follows:The first chapter is introduction, introduces the research background and the significance of study, a group of international and domestic academics whose research and the thesis research contents, methods, innovation, deficiency and so on. Chapter two explained the related concepts and theories of the industrial structure optimization and the mechanism of the financial which impact the industry development, has provided the rationale for as follows study. The third chapter analyses the condition of the industrial structure development and problems in Yunnan Province, mainly analyzes the structure of the industrial structure and employment structure, compares Yunnan industry development to the national development level, finally studies the problems in the development process and the effect of policy changes to industrial structure. Providing direction for the research of the ensuing chapters. Chapter four discusses the principle and construction of the CGE model, through using the CGE model simulation analysis the fiscal policy changes’effect to the industrial structure in Yunnan Province. Providing the basis for policy recommendations. Chapter five put forward sensible fiscal policy Suggestions in order to promote the industrial structure optimization in Yunnan Province. The sixth part is conclusions and prospects for the study.
