Research On Financivg Decision Of Shelter Reform Project Based On Fuzzy Set And Improved D-S Evidence Theory

In recent years,under the strategic planning of new urbanization in China,the process of urbanization in China has been accelerating,and the existence of shantytowns has become a major obstacle in the process of urbanization.In order to achieve the strategic goal of new urbanization in China and enhance the well-being of shantytown residents,shantytown transformation is imperative.However,shantytown reconstruction is a complex system engineering,and there is a large-scale demand for funds.With the continuous expansion of the construction scale of the shelter reform project,it is difficult to meet the huge fund gap only by government financial investment.The effective way to solve the fund problem of the shelter reform project is to carry out multi-channel financing through scientific decision-making of the financing scheme.However,there is still a lack of research on the decision-making of the financing scheme of the shelter reform project.It is of great significance to explore an effective method for the decision-making of the financing scheme for the successful construction of the shelter reform project.Firstly,based on the full identification of the influencing factors of the financing scheme,this paper constructs the decision-making index system of the financing scheme of the shelter reform project from the perspective of the whole process of the shelter reform project.Then,each index is weighted by COWA operator,and the evaluation opinions of each influencing factor are determined by using the Gauss membership function as the basic probability assignment(mass function).The evaluation opinions of experts are fused by the algorithm based on matrix analysis and weight assignment,and the evaluation opinions of each index mass function are combined by linear weighting method.In this way,the decision-making model of the financing plan of the shelter reform project is constructed.Finally,an empirical study is carried out on the BZ shelter reform project in Binzhou City.Based on fuzzy set and improved evidence theory,this paper constructs a financing decision-making model of shelter reform project.COWA operator weights the index,reduces the influence of extreme adverse factors on the weight,and overcomes the subjectivity and uncertainty of expert scoring method.Using membership function to construct mass matrix can reflect the actual situation more appropriately.The fusion algorithm based on weight assignment and matrix analysis can solve the evidence fusion problem under high conflict while reducing the operation time.The example shows that the decision model in this paper has good applicability and validity.Therefore,using this model to evaluate the financing scheme can provide useful reference for the decision-making of the financing scheme of the shelter reform project.
