The investment behavior of construction projects is a very comprehensive, professional and technical activity, and it is also a business with high input, high risk and high return. To choose the best construction investment plan, not only can improve people’s use condition, still can bring the investors themselves rich economic returns. At the same time, good construction investment plan should also be preferable coordinate relations of human, building and social, and in favor of the sustainable development of nature and society. Around this goal, this thesis in the basis of engineering technology basic economic theory, project management and modern method, further discussed the application of the Value Engineering (VE) theory in the scheme optimization of construction projects based on Fuzzy Analytic Hierarchy Process (FAHP).Mainly through the literature analysis, practice demonstrate, etc, this paper systematically introduced the related theory of value engineering along with its production and development course, and this article recommended the basic principles of the FAHP theory, the scale selection and their application model of improved FAHP theory based on the index number scale. The function weight plays an important role in VE activities, for the accuracy of the function weight valor directly affects the analysis results of VE. This article through the summary and comparison of various weight calculation methods, proposed the necessity and advantages of using FAHP theory to determine the weights vector of the construction project scheme optimization, then this article studied and developed the weight vector calculation model using VE theory based on the FAHP, as well as its application thought and method in the scheme selection of the construction project. It provided the scientific theoretical basis and method system for the effective combination of the practice and the VE theory. It had an important meaning in perfecting the scheme optimization of the construction project used VE.In this paper, we selected a teaching building of the Northeast Forestry University Science Park Project and a residential project of Qunli Community which were both located in Harbin city as empirical research objects. We used the function system analysis theory, combining with the characteristics of the projects determined the teaching building and the residential project index systems of the alternative schemes evaluation, then the weight vector of function indexes was calculated by using of the FAHP method, and then the value engineering model was employed to determine the final construction scheme. It outstand that the scientific and normative election method is how important in determining the final construction project plan. We hope that it can provide some reference for realizing the value of construction project, and provide some theoretical, ideological and methodological guidance and help for the development of construction industry in China. Finally, this paper summed up the results of the study, analyzed the objective accuracy and scientific validity of the application of value engineering based on the fuzzy analytic hierarchy process (FAHP) in construction project scheme optimization. Along with the construction investment market continuing to be mature and perfect, and along with new theories, new technology unceasing developing and being applied, this method will be constant improved and developed, as well as its availability also will be greatly enhanced.
