In recent years,Sports Lottery industry has developed rapidly.It becomes one of the most dynamic emerging industries.In Henan province,Sports Lottery not only takes an important role in the sports product,but also devotes great contributions to the social economy.Sports Lottery has become an important and indispensable part of China's sports industry.At present,the Sports Lottery industry in Henan province is gradually transforming from the previous extensive development to a healthy and sustainable development mode.Under the background that socialism with Chinese characteristics has entered a new era,as the first element of social productivity,human resources are also influencing the transformation and upgrading of Sports Lottery industry in Henan province.With the advancement of the transformation and upgrading of the Sports Lottery industry in Henan province,the obstacles of talents gradually appear.The industry has a growing demand for high-end professionals and a growing aversion to low-end homogenization.How to effectively solve the human resource problems encountered in the development of this industry is a huge problem now.Different from human resources management,the human resources studied in this paper include human resources supply,demand,management and social impact.Specifically,it is to study the status quo and existing problems of human resources in Sports Lottery industry in Henan province in terms of quantity,quality,development and utilization.Based on this,this article takes Sports Lottery industry human resources in Henan province as the research object,the research contents include three modules: the first is the content of the normative research,discusses the theoretical basis for Sports Lottery industry human resources,summarizes the present situation of Sports Lottery industry human resources in Henan province by the effects of three factors,that is,"nature of structure","management system" and "social influence".The second is the content of the empirical research,that is,on the basis of the theoretical research,using the literature analysis questionnaire in-depth interview and statistical analysis,from the above three aspects of human resources of Sports Lottery industry in Henan province for in-depth study,understand its status and characteristics,analyze its problems and reasons.The third is the content of the countermeasure research,discusses the human resources of Sports Lottery industry in Henan province supply,management and the social level of the optimization of countermeasures.The three parts support each other and are related to each other step by step.To be specific,this paper based on the analysis of "nature of structure","management system" and "social influence",a series of problems were found,such as the excess and scarcity of human resources,the lack of human resource planning,the old-fashioned and backward way of talent recruitment,the formalism of training system,the lack of vitality of employees,the low salary and the low self-recognition of employees,etc.The reasons for the above problems are analyzed,which are caused by the imbalance of the structure of human resources development caused by the serious contradiction between the supply and demand of human resources and the disconnection between the personnel training and the actual demand.The management system has defects caused by the lagging of human resource management concept.The public misunderstand the lottery industry because of the deviation of the publicity direction of the industry.In view of the problems above,this paper proposes solutions from the three aspects of strengthening the concept of supply adjustment system reform to promote the transformation and upgrading and strategic development of Sports Lottery industry in Henan province.
