| China attaches great importance to military enterprise Production Capability Cons truction projects all the time.State Administration for Science Technology and Indust ry for National Defense(SASTIND)arranges annual Capability Construction fund in fixed asset investment projects to support military enterprise Production Capability Co nstruction projects.Compared to the general project,military enterprise Production Ca pability Construction projects have the especial policy attribute and particularity of fu nds,it leads to lack importance of post-evaluation.After the project is completed,th e project post-evaluation is organized by State Administration for Science,Techno log y and Industry for National Defense(SASTIND).State Administration for Science,Te chnology and Industry for National Defense(SASTIND)administers so many projects,that it can’t organize all projects post-evaluate,even no Procedure to some mini pro jects.To military enterprise Production Capability Construction projects,it has some problems,such as devoting much attention to investment,devoting little attention t o beneficial result,devoting much attention to project approval,devoting little attenti on to Administration.Firstly,this thesis combs basic theories of project post-evaluate according to the study result from the scholar at home and abroad,dissects its situation of project pos t-evaluation and sums up the main current problems,points significance of this issue study.Secondly,analyses the characteristic of military enterprise Production Capabili ty Construction projects,based on this,analyses the characteristic of military enterpri se Production Capability Construction projects post-evaluation.Moreover,it introduces ordinary methods of projects post-evaluation,especially introduces Fuzzy comprehens ive evaluation method which can be used in military enterprise Production Capability Construction post-evaluation.Thirdly,this paper dissects the principle of structure po st-evaluation system used in military enterprise Production Capability Construction Pro ject,points the major factors effecting military enterprise Production Capability Constr uction Project post-evaluation and chooses four indexes to research.Fourthly,takes S military enterprise J Production Capability Construction Project as an example,tests and verifies the method,gives some advises for any other military enterprise Producti on Capability Construction Projects. |
