Comprehensive Benefit Post-Evaluation Of Public Welfare Investment Project

In recent years,local governments actively respond to national policies and vigorously develop their homes with the continuous improvement of China's economic strength?So the government's financial funds as the main investment in public welfare projects are more and more.After the completion of these public welfare investment projects,is it possible to achieve the desired purpose?Can it drive economic growth?Is it possible to improve the living environment of the people?Is it possible to bring benefits to future social development?Foreign research has a history,and gradually formed a set of evaluation system,and most of which revolves around the financial efficiency of this indicator to study for the evaluation of the effectiveness of construction projects.But this benefit evaluation is not entirely applicable to China's government as the main investor of public welfare investment and construction projects.On the comprehensive benefits of public welfare projects after the evaluation of this research in China gradually developed.Some scholars have studied the construction process evaluation,economic benefit evaluation,social benefit evaluation,financial management evaluation,green building energy saving evaluation,etc.of public welfare investment construction project.But these studies are generally only from the economic,social or energy saving and other aspects of the evaluation of public welfare investment projects to bring the benefits.As the consideration is more single,although the division is meticulous,the results are more accurate,but easily lead to more comprehensive results,it is difficult to fully reflect the project can bring the actual benefits.And thus produced an urgent need for our research:how to conduct a comprehensive and comprehensive comprehensive evaluation of public welfare investment and construction projects,especially the quantitative evaluation of social benefits..This paper defines the concept of comprehensive benefit post-evaluation of public welfare construction project,discusses the necessity and evaluation principle of post-evaluation of comprehensive benefit of public welfare construction project,and establishes the index system of comprehensive benefit evaluation of public welfare construction project after to understand the comprehensive benefits of construction projects after the evaluation of domestic and international development and related theoretical basis.At the same time,it is found that the domestic comprehensive benefit evaluation literature found that the research results on the quantification of social benefits are few,mostly qualitative analysis and evaluation.In this study,we use the method of CVM(Contingent Valuation Method),which is to measure the social benefits of public welfare investment and construction projects by investigating the willingness to pay for social benefits(WTP)to a certain area.Taking the YD area museum as an example,the social benefit of the project was 1.39×10~7 yuan/year.Finally,the AHP and fuzzy comprehensive evaluation method are used to evaluate the social benefit,economic benefit,environmental benefit and technical benefit of public welfare construction project.
