Township-level financial management is an important part of rural financial management.Its management mainly includes accounting,planning and supervision of the basic assets and financial activities of rural collective economy,and effective management according to the actual situation.The quality of township-level financial management is directly related to the fundamental interests of the broad masses of farmers and the promotion of rural areas.The level of financial management at town level can effectively promote the development of rural collective economy and seek more benefits for the vast majority of farmers.At present,in most rural areas of our country,there is no complete and reasonable financial management system at the township level.Under the influence of the rapid development of socialist economy,the economy in rural areas is also developing rapidly.The quality and consciousness of the masses in rural areas are constantly improving,and the sensitivity of the masses to finance is also increasing.There is an urgent need to strengthen the level of financial management,build a complete,reasonable and effective financial management and supervision system to ensure the objectivity,fairness and transparency of the collective economy;this is the inevitable trend of future rural economic development and the inevitable way to adapt to the financial management of new rural development.Through the research and analysis of the township-level financial management in Shuidongdi Town,Loudi City,Hunan Province,this paper mainly investigates and analyses the existing principal-agent management mode and problems of the township-level financial management in Shuidongdi Town,and finds that there are the following problems in the township-level financial management of Shuidongdi Town:Firstly,there will be the phenomenon of staggered decision-making on financial issues;secondly,the quality of the whole team of financial managers at the township level needs to be improved,the management is not professional enough,and the development of some personnel's financial knowledge is relatively backward,which can not keep pace with the times;lastly,the foundation of financial management at the township level is relatively weak,and there is no corresponding supervision mechanism,which leads to problems that can not be reflected in time and can not be solved in time.By comparing with some excellent financial management areas in China,this paper puts forward some optimization ideas and suggestions for the financial management of Shuidongdi Town.Firstly,we should improve the financial management system of Shuidongdi Town,formulate and revise the corresponding system,and at the same time,improve the understanding of financial management;secondly,we should establish and improve the talent training mechanism,train professional financial personnel,strengthen democratic management and supervision;finally,the most important thing is to strengthen the management and operation of collective assets and funds in towns.To solve its existing financial management problems and improve its existing management mode,make the financial management work of Shuidongdi township level normalize,specialize and systematize,and effectively solve the most concerned problems of the broad masses of farmers,so as to ensure the fundamental interests of the broad masses and promote the rapid development of rural economy of Shuidongdi town.In this way,we can achieve the great goal of revitalizing the countryside and achieving a well-off society in an all-round way.
