Research On Management Mode Of Rural Collective Three-Assets

At present,the status of the rural collective assets,resources and funds management has been self-evident in the contents covered by the grass-roots social governance system.For the members of the collective economic organization,their rights and interests are greatly influenced by the achievements of the rural collective assets,resources and funds management,which means that the rural collective assets,resources and funds management have an important impact on the steady development and growth of the collective economy.And it also deeply affects the rural construction and the rapid and healthy development of the economic society in the new period.Among the issues focused by the state,the development of rural areas is a key issue that has been highlighted in recent years.It is emphasized at both the 18 th National People's Congress and the 19 th National People's Congress that the most basic issues of the national economy and the people's livelihood are agriculture,rural areas and farmers("three rural issues" in short).It is especially pointed out at the 19 th National People's Congress to implement the strategy of revitalizing rural areas,emphasizing the policy of consolidating the grass-roots base and combining autonomy with the rule of law and the rule of virtue.Thus,the rural collective assets,resources and funds issue,which influences the grass-roots infrastructure construction,has been raised to a strategic height at the national level.This shows that this task is extremely important.This research mainly adopted research methods such as literature research,case analysis,and questionnaire survey.First of all,it analyzed the current status,management status and existing problems of China's rural collective economic organizations' assets,resources and funds.Based on this,it described the content of the current rural collective assets,resources and funds management,taking Sanjianfang Township,Chaoyang District,Beijing where the author works as subject.The data was collected through survey questionnaires,and statistical software was used.The main problems,causes,and solutions of the management mode of the rural collective assets,resources and funds of Sanjianfang Township were analyzed and studied.By using the combination of Public Choice Theory,Principal-agent Theory,Rent-seeking Theory and practice,we seek to improve the measures and means of optimizing the mode of the rural collective assets,resources and funds management to guide practice.Through the study,the following three conclusions are drawn:On the basis of research methods of collecting and collating literature data,main modes of rural collective assets,resources and funds management for our country are summarized as traditional management mode,modern management mode,and the mode between them.These three modes with their own pros and cons play positive roles in certain periods and circumstances.Therefore,different regions should choose appropriate management mode and make timely adjustments under the premise of analyzing specific conditions of rural collective assets,resources and funds management in depth.It is found that management mode of San Jianfang County is between traditional and modern mode by analyzing the current rural collective assets,resources and funds management in Sanjianfang Township specifically.Conclusions are drawn through analysis of the questionnaire with Sanjianfang Township villagers as respondents: first,there are four important factors influencing satisfaction of rural collective assets,resources and funds management modes,including information disclosure,system construction,service level as well as supervision and administration.Second,the four factors are extremely important for service level improvement of rural collective assets,resources and funds management.The reasons for the problems in the management model are analyzed based on the theory of public choice,principal-agent theory and rent-seeking theory in order to optimize the rural collective assets,resources and funds management model from different perspectives.First,we must promote the reform of the property rights system and establish a modern management model.Second,suggestions about rural collective asset resources fund management innovation supporting policies should be proposed from the three aspects of construction innovation in grass-roots organization,rural governance innovation and the need to improve the laws,regulations and policies.
