Since the 19 th National Congress of the Communist Party of China,the Central Committee has proposed a decisive victory in the "three major challenges" of building the Xiaokang in an all-round way,It is an important strategy to prevent and solve the major risks,to get rid of poverty accurately and to prevent and control pollution.the Scientific and rational management of local government debt risk is an important strategy to prevent and defuse major risks.In order to maintain national financial stability and prevent systemic financial risks,we must pay close attention to local government debt,The implicit debt problem in particular,Taking necessary measures to regulate local government financing behavior and reduce the probability of financial risks.The first part of this article is the domestic and foreign scholars related research carries on the elaboration,this paper analyzes the background,concept and related theories of local government debt and hidden debt,and introduces the Development Situation and risks of local government hidden debt in China.The second step is to further analyze the reasons for the formation of the Inner Mongolia debt,and estimate the scale of the hidden debt of Inner Mongolia in2018 from the investment side of the Inner Mongolia,scientific construction of the risk evaluation system,the risk level of local government debt in Inner Mongolia quantitative evaluation.The last step is to summarize the characteristics of the hidden debt risk of Inner Mongolia,analyze the causes of formation,and find out the effective measures to solve the risk.With a view to other underdeveloped areas to study the issue of local implicit debt to provide relevant reference.
