As the pillar of our national economy,the state-owned enterprise has made a great contribution to the development of the socialist market economy,it plays an important role in maintaining the harmonious stability of the labor relations in the socialist market economy.However,with the deepening of the reform and opening-up of the country,private economy in the socialist market economy developed very rapidly,so the state-owned enterprises' pressure which from the market competition is becoming more and more heavier.At the same time,the labor cost distribution of the state-owned enterprises is still conservative,on one hand,the relevant departments of the state government strictly control the labor cost,on the other hand,they require to increase income and profit.In order to complete the profit index of the higher authorities and ensure to not affect the income of the staff,each unit has to recruit the horse as well as reduce the efficiency.Facing with such a difficult situation,state-owned enterprises in various regions have to broaden their eyes and change their mind to extend a new way of management and operation,they choose to move their core competitiveness to the core business of the enterprise and give the non-core business to the professional service outsourcing company to complete,so they can not only meet the labor demand but also enhance the core competitiveness of the enterprise.However,due to the incompleteness of the outsourcing system and the lack of effective industry management standard in the outsourcing industry,there show a serious phenomenon in the state-owned information industry,which called “Fake outsourcing,Real dispatch.” and due to the lack of the norms and constraints of the labor outsourcing system within each enterprise,there will be a certain labor risk.Facing the rapid rise of the private economy and the change of the market environment,as a state-owned enterprise in railway information industry,Beijing JW Information Technology Co.,Ltd.also has to adopt other service methods to meet the employment demand of the enterprise.however,due to the imperfection of the outsourcing system and the lack of a sound and reasonable employment strategy,Beijing JW Information Technology Co.,Ltd.also have the same problems as other company faced.Based on the above reasons,this paper uses the employment strategy of Beijing JW Information Technology Company as the research object,and applies the human resource management theory,human resource strategic planning,human resource position analysis and human resource outsourcing related to the employment strategy as the research object.First,we make a careful analysis of the situation of labor employment and management of JW,and then analyses the existing problems and causes of the labor employment,at the end,we analyze the employment strategy of the state-owned enterprise by the help of the problems and causes.This paper is divided into six chapters.The main contents of the chapters are as follows:Chapter 1 is the introduction.Firstly,the background,purpose and significance of the thesis research are analyzed,and then we analyzed and commented the current situation of the research from home and abroad.At last,the research content,technical route and focus,difficulty and innovation point of this paper are discussed in different degrees.Chapter 2 is the theoretical foundation.The human resource management theory,the human resource strategic planning theory,the human resource position analysis theory and the human resource outsourcing theory are analyzed in this paper.Chapter 3 is the analysis of the employment situation of JW and the necessity of its planning and employment strategy.in this chapter,first the basic situation and the employment situation of JW are analyzed,and the management status of the company' employment is analyzed from different aspect.Finally,the necessity of planning the employment strategy of JW is analyzed from the aspects of the angle of the industry and the angle of the enterprise.Chapter 4 is the analysis of the problems and causes of labor employment in JW.First,the problems of the current labor employment of JW are analyzed from the internal management system,the employment structure,the non-standard employment,the lack of loyalty,the lack of effective supervision.Then,in view of these problems,this paper analyzes the causes of the problem from the external environment factors and the internal supervision and management factors of the company.Chapter 5 is a detailed countermeasure to improve the employment strategy of Beijing JW Information Technology Co.,Ltd.In this section,in view of the current situation of employment in Chapter 3 and the problems existing in Chapter 4,the employment strategy of improving the status of employment is put forward from both external environment and internal enterprise.In terms of external strategy,the relevant government agencies of the state can provide a good employment environment for enterprises from the aspects of perfecting policies and regulations,strengthening the examination and regulation,standardizing the leadership of the labor service company and guiding the change of the concept of the information technology talents.In the same way,for the enterprise level,the enterprise should perfect the employment system at all levels,clear the employment strategy,and adjust the employment structure for the determined employment strategy.Finally,the author analyzes in detail the preliminary effects of the implementation strategy from three aspects: the reduction of employment risk,the satisfaction of employment demand and the increase of enterprise benefit.Chapter 6 is the conclusion and prospect.The paper summarizes the general way of thinking,and points out the shortcomings of the article and the prospect of future research.By studying the employment strategy of JW,it can help to improve the core competitive power and provide some reference for the state-owned enterprise in the employment strategy.The first is to enable the Beijing JW Information Technology Co.,Ltd.to correctly understand the current employment situation of the company.So that the employment strategy is properly adjusted,and the internal employment strategy and the external employment environment are dynamically balanced.The second is to enable JW to avoid the labor risk effectively in the employment process of the labor workers,so that the legal employment,the risk-free employment and the effective employment can be achieved.The third is to construct a set of effective employment strategies for Beijing JW Information Technology Co.,Ltd.to make its strategy,the present situation and the employment strategy to be effectively connected,so as to meet the needs of the high-speed growth and the future development of the enterprise,and also provide some reference for other state-owned information industry.
