| Receiving equal pay for equal work, and decent work for workers, which is the basic demands of safeguarding the legitimate rights and interests of citizens, the internal requirements to promot social fairness and justice, and the proper meaning of building a socialist harmonious society. The employment system reform of the State-owned enterprises(SOE) in the past thirty years, from fixed labor system to labor contract system, this is a historical progress. However, in the close interation of power and capital, the SOE is obvious interested in economic and the promble of "the internal person control" is serious. Coming by the the absence of effective law of the SOE constraints and social protection of workers, the state owned captial is evolving into employment captial, and the labor relations is developing an identity discrimination, hierarchical control. The labor relationship based on the "double-track"employment, with the formal wakers, contract workers, temporary workers, dispatched workers and other diversified employment forms of workers, which is formed a divison of "within the system" and "outside the system", and there is apparent inequality for worker in the two systems in income distribution, political rights and other aspects. In fact, such a employment system has gone to the opposite of the essential nature of the SOE and the market-oriented reform. What's more, it has involved the right to labour and to life for workers, working hard to achieve "decent work" and being contrary to social equity and justice.Overseas experience shows that modern employment system needs to achieve the balance between employers and employees, with a sound arrangement of sytems. Thus, China's employment system reform of the SOE need to achieve transforming from the "double-track" to "single-track", not only getting rid the difference of workers, but also allowsing some flexibility, to create a humane, scientific and democratic labor relationship.Reform lies in two things:on one hand, it relies on self-promotion reform of the SOE, including the development of a paradigm shift, a reasonable salary structure design, the implementation of democratic management, etc.; on the orther hand, it relies on the state's coercive power, through the establishment of legislations, social security, employment service system to support the employment system reform. |
