Research On The Countermeasures For The Problems In Cultivating New Professional Farmers In Wendeng District

Urban sprawl makes more and more high-quality talents flow from rural areas into the city,which makes the number of talents in rural areas be in shorter and shorter supply.In order to comprehensively improve the quality of agricultural workers and promote the transformation and upgrading of modern agriculture,the traditional "training" of farmers has been transforming into a new "cultivation" process which includes the five aspects of "training and education,entrepreneurship incubation,accreditation and management,policy support and follow-up service" since 2014.In 2018,Wendeng District was selected as a provincial demonstration county for the new type of professional farmers cultivation project.The following year,the cultivation project became the biggest highlight of the "10+1" rural revitalization framework system in Wendeng District.Therefore,it is not only of practical significance in accelerating the development of Wendeng rural revitalization to understand the current situation of cultivating new-type professional farmers in Wendeng District,to study its according cultivation effect at this stage,to analyze the existing problems,and to find the effective solutions to improve the cultivation project,but also it has long-term impact on understanding the cultivation work and its further development path of new-type professional farmers in China.Based on the reality cultivation project in Wendeng District,and referring to the theories of human capital,multi-center governance and lifelong education,this paper makes a summary of the current cultivation situation including cultivation documents,cultivation modes,cultivation systems,cultivation contents and cultivation effects.Meanwhile,on the basis of in-depth interviews and model analysis,it conducts qualitative research on the cultivation effects and cultivation problems of new-type professional farmers from five aspects of "training and education,entrepreneurship incubation,accreditation and management,policy support and follow-up service",reveals the deep mechanism existing in these cases,and summarizes a series of general experience that can be extensively used in other regions of the country for reference.At present,the cultivation project of new-type professional farmers in Wendeng District has achieved good results with many outstanding achievements.However,there are still some problems to be solved,such as imperfect education system,weak links in entrepreneurship training,lack of management and standards,not strong at maneuverability of policy support,and lack of systematic supervision and feedback in tracking.In the light of the existing problems,this paper puts forward some countermeasures and suggestions to further improve the cultivation project of new-type professional farmers,namely,to promote the cultivation voucher system and cultivate responsible "elite farmers";to set up a "big lecture hall on entrepreneurship" to integrate resource elements;to create an access mechanism linking certificates with policies that benefit farmers;to draw more public attention to the "initial" farmers and to train the "successors" of agriculture.We will also establish a third-party training and supervision institution to track and evaluate its data,and use the data to build a learning platform to find out more new potential professional farmers.The implementation of the measures above is conducive to further promoting the cultivation project of new professional farmers and achieving the sustainable development of agriculture in rural economy.
