Intellectual property pledge financing is the booster to promote the innovation-driven development strategy,which provides new choices for technology-based enterprises in addition to the traditional financing methods,and helps technology-based enterprises to break through the bottleneck of capital problems.Intellectual property pledge financing activities have been explored in various parts of the country for more than ten years,and the applicable models and practical experience in various regions have been continuously summarized and deepened,promoting the development of intellectual property pledge financing in China.This paper is studied in this context.This paper summarizes the experience of the business since the pilot in 2006,analyzes the experience of different regions in the process of intellectual property pledge financing,and summarizes the three main modes of domestic intellectual property pledge financing.Based on the unbalanced development of China's north-south economy,all places should combine the local economic level in the choice of the financing model of intellectual property pledge.In the practice of intellectual property pledge,we can also learn from the experience of developed countries,on the one hand,we need to improve the domestic intellectual property legal system,optimize the legal environment for intellectual property pledge financing,and provide guidelines for the practice of intellectual property pledge financing,on the other hand,we can learn from the pledge model of developed countries in the light of the economic situation of various regions.It has a complementary effect on the established intellectual property pledge model.In addition,with the promotion of "Internet Plus",the growth of internet finance industry based on third-party payments such as "Alipay",a new model of intellectual property pledge financing has emerged,of which Hangzhou is the most representative.This intellectual property pledge financing based on Internet finance,on the one hand,expands the mode of intellectual property pledge financing,on the other hand,this new financing model will use the idle funds in society,improve the efficiency of the use of funds,and further promote the development of intellectual property economy.However,unlike the government's high priority and enthusiasm,other participants have a negative attitude.There are many factors that contribute to this phenomenon,for example,at the level of financial institutions,the lack of professionals and information asymmetry lead to the high level of bad debts of intellectual property quality financing business,compared with the low repayment risk of large enterprises,small and medium-sized technology enterprises are more risky,therefore,small and medium-sized technology enterprises are undoubtedly excluded by most financial institutions At the intermediary level,the independence of the intermediary institution solely will be restricted by the current domestic enterprise as the undertaker of the intermediary fee,so the report issued by the intermediary institution is more formal and lacks the substantive guiding role.There is the risk of information leakage,will have a fatal impact on enterprises,in addition,intellectual property rights as innovative intangible assets,there are difficult to identify its value and ownership scope,many factors restrict the domestic intellectual property pledge financing business.So among the many factors,what is the biggest factor affecting the investment of intellectual property pledge financing?Based on the questionnaire survey of Hangzhou High-tech Zone,the paper collects the data of the management of science and technology enterprises in Hangzhou High-tech Zone,analyzes the data empirically by constructing the structure equation model,and finally makes a concrete analysis of the successful case of intellectual property pledge financing of "Hungquan Joint" in Hangzhou High-tech Zone.The three factors affecting the development of intellectual property pledge financing business in Hangzhou area are the core personnel of enterprises,government departments and financial institutions.
