Research On Government Procurement Of Medical Equipment In A City

Since the promulgation and implementation of the law of the People's Republic of China on government procurement,government procurement has become the most important way for government departments to purchase goods and services,as well as an important way to spend fiscal funds.The essence of government procurement is the public procurement of the society.It is the procurement organ that USES public funds for procurement.Therefore,it must be responsible to the public and accept the supervision of the public.Medical equipment procurement as a relatively special goods in government procurement,has a strong professional and strong,large price gap,time efficiency,technical updates faster and various brand models,making in practice difficult to response to the government procurement of transparency,lead to show many contradictions in the government procurement activities,has a negative impact on government procurement.In this paper with A municipal government procurement of medical equipment in this project,the local government procurement status and existing problems of medical devices,using literature analysis,interview survey method,field survey method and other methods,analysis of government procurement all participants and the related units to be aware of the problems of government procurement of medical equipment,trying to seek solutions,and to prevent A repeat in the same type problems.Through the government procurement of medical equipment of A city project,found in advance of problems,issues in matter and supervision department,each link has A different problem,deals with many subjects,the perspective of public management in the problem analysis into because:department interests are not consistent,information communication is not smooth,decision is arbitrary,purchasing people to rely too much on the government procurement law program,not according to the characteristics of the medical apparatus and instruments as the government procurement of goods,to carry out the reform of the government sector.Through relevant data collection and interview investigation,three Suggestions are put forward:first,to establish a sound assessment mechanism and implement the principle of "optimal performance";Second,strengthen the linkage between departments and establish the internal control mechanism of the medical device purchaser;Third,we need to make our policies more scientific and establish effective mechanisms for coordinating our interests.Different from the whole government procurement activity studied by most scholars and the government procurement process that runs through all goods or services,this paper focuses on the issues related to the procurement of medical devices in government procurement,and studies the special goods procurement of medical devices which is related to people's livelihood,large government expenditure and unique.As the government procurement activities involve many subjects and the procurement objects are complex and extensive,I have little knowledge and limited ability,time and energy,so I have not yet explored the deeper interest relationship in the government procurement of medical devices,which needs further thinking and exploration.
