Research On Collaborative Governance Of Mount Tai Universa Tourism

After universal tourism has become a national strategy,a thriving and distinctive pattern of universal tourism has been formed throughout the country.Mount Tai,located mainly in Tai'an City,Shandong province,is a nationally famous mountain scenic spot.In order to promote the tourism development of Mount Tai,the local government actively explores a new mode of universal tourism,and gradually builds up a three-level pattern which expands from main scenic spot to tourism functional area and surrounding counties and cities.The tourism public service conditions have been improved,and the tourism industry has initially achieved integrated development.The new mode has got some results.However,regional barriers,insufficient coordination between government departments and inadequate participation of social forces have become the main factors restricting the development of Mount Tai universal tourism.It is far from enough to rely on the operation and management of government itself to solve these problems.We should take the government as the leading force,strengthen coordination among governments,encourage enterprises,social organizations,the public and other forces that can work together to get involved,with accurately grasping the direction of global tourism development,and finding governance concepts and methods that can not only fit the development of global tourism but also adapt to its own reality,improve governance capacity and efficiency to achieve the goal of universal tourism.Therefore,this study selects universal tourism governance of Mount Tai as the research object,takes collaborative governance as the theoretical perspective,and analyzes the development and governance status quo of Mount Tai universal tourism through literature research methods,field investigation methods,and case analysis methods.Based on the research,this study summarizes the problems and reasons existing in the coordinated management of universal tourism governance of Mount Tai,and then puts forward relevant optimization countermeasures.First of all,at the government level,we should strengthen the coordination and linkage mechanism,improve the benefit distribution system,and build a more optimized cross-departmental coordination mechanism.Secondly,at the social level,we should encourage tourism companies,associations,social organizations,citizens and other social forces to participate in,and establish a governance structure that is coordinated by the government and participated by multiple entities.What's more,it's necessary to break regional barriers,share governance achievements,and realize the coordinated development between the main scenic area and the villages in Mount Tai tourism functional area,and alsothe surrounding areas.Lastly,starting with strengthening personnel financial guarantees,information technology guarantees,and improving supervision mechanisms to strengthen the construction of a guarantee system for coordinated governance,to provide a strong backing for the coordinated governance of Mount Tai universal tourism.
