Research On Institutional Innovation To Promote The Deep Integration Of The Guangdong-Hong Kong-Macao Greater Bay Area

As an advanced form in the process of regional economic development,the Bay Area Economy is innovative,coordinated and open,which are typical characteristics of the internationally renowned Bay Area.The three regions of Guangdong,Hong Kong,and Macao are adjacent to each other,which is the earliest region to promote regional cooperation after the implementation of the basic national policy of reform and opening up.It is also a typical regional cooperation under the special system of "one country,two systems".The economic cooperation between Guangdong,Hong Kong and Macao has achieved fruitful results and extraordinary achievements in the past 40 years.Today,40 years later,as the Guangdong,Hong Kong and Macao Greater Bay Area proposes and rises to the national strategy,it is the moment to promote the deep integration of the three places.And the core task of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in the coming period.It is of great theoretical and practical significance to clarify the problems of deep-level systems and institutional mechanisms that restrict the in-depth development of the GuangdongHong Kong-Macao Greater Bay Area,and to closely follow the needs of the integration development.This article will systematically sort out the regional cooperation theory and institutional innovation theory and combine the two.Based on the review of the existing literature,this article expounds the internal relationship and theoretical basis of the regional cooperation theory and institutional innovation theory.Through analysis and research on the development history,development status and strategic positioning of the Guangdong-Hong Kong-Macao Greater Bay Area,the system requirements for promoting the deep integration of the Guangdong-Hong Kong-Macao Greater Bay Area are sorted out.At the same time,it draws lessons from and summarizes the successful cases of typical regional cooperation between internationally renowned bay areas and the European Union,and puts forward practical policy recommendations in light of the particularity and universality of the Guangdong-Hong Kong-Macao Greater Bay Area: Guangdong,Hong Kong and Macau Greater Bay Area needs to be in the "one country,two systems" framework Under the further reform and opening up,we seek the greatest common divisor within the framework on the premise of emancipating our minds and respecting interests,and make institutional innovations in terms of toplevel design,narrowing the gap between institutional mechanisms and eliminating barriers to the flow of factors within the region.
