In February 2019,the CPC Central Committee and the State Council issued the outline of the development plan for the Guangdong-Hong Kong-Macao Greater Bay Area to promote its development.At present,there are three famous bay areas in the world,namely Tokyo Bay Area,New York Bay Area and San Francisco Bay Area.They are important engines driving global economic development,sources and leaders of global scientific and technological innovation,and lead the development direction of global scientific and technological innovation.In particular,the San Francisco Bay Area,represented by Silicon Valley,has been a global center of scientific and technological innovation for a long time,with a history of 170 years.Up to now,it still has a strong momentum of economic growth.The main reason is that it always has a strong strength of scientific and technological innovation as the soul and inexhaustible power of economic development.Now China is vigorously building the Guangdong-Hong Kong-Macao Greater Bay Area,which is expected to become the fourth largest bay area in the world.In 2015,the concept of the Guangdong-Hong Kong-Macao Greater Bay Area was formally proposed for the first time in the "Belt And Road" strategic planning,and the Party and the country attached great importance to it.The Guangdong-Hong Kong-Macao Greater Bay Area is another new growth pole in China after the development strategies of "Belt and Road","Beijing-Tianjin-Hebei Economic Belt" and "Yangtze River Economic Belt".At present,it has become the bridgehead of China's innovation-driven development,helping China to accelerate the improvement of scientific and technological innovation capacity.The Science and technology innovation of Guangdong-Hong Kong-Macao Greater Bay Area in our country's position is very significant,is in the forefront of science and technology innovation in our country,have a great location and endowment advantage,through its own innovation synergy development and use of foreign technology spillover effect,speed up the transformation and upgrading of industrial structure,promote the national strategic technology industry development,to help enhance the global competitiveness of science and technology innovation in our country and status in the global value chain.Under the correct leadership of the CPC Central Committee and the State Council,Hong Kong and Macao to our country the construction of large bay area into a global innovation center of area and become the cradle of China's Silicon Valley ushered in the great historical opportunities,so it is necessary to explore the first-rate bay area development path of technological innovation and the status quo,in-depth comparative study with the bay area in our country,to draw lessons from foreign first-class bay area precious experience of the development of science and technology innovation,combined with the actual situation ofthe bay area in China,finally find a accord with China's national conditions,reasonable and effective development path.Firstly,this paper summarizes the relevant theories on regional scientific and technological innovation ability at home and abroad,defines the subjects and components of regional scientific and technological innovation,and based on the important characteristics of bay area scientific and technological innovation ability,Firstly,a comprehensive and in-depth comparative analysis is conducted on the basic situation,development process,main body of scientific and technological innovation,and components of scientific and technological innovation of the Guangdong-Hong Kong-Macao Greater Bay Area and the San Francisco Bay Area.Secondly,based on a large number of relevant index data collected,a relatively systematic evaluation system was established according to the construction principles of the evaluation system.Then,principal component analysis was used to compare the Guangdong-Hong Kong-Macao Greater Bay Area with the three major bay areas in the world.According to the comparative study found that the Guangdong-Hong Kong-Macao Greater Bay Area in the components fields in science and technology innovation ability,the overall size has reached the advanced world level,but obviously low density and concentration of science and technology innovation,is still a big gap with the international famous bay area,the main reason is caused by a largethe Guangdong-Hong Kong-Macao Greater Bay Area science and technology innovation space difference is larger.Finally,the spatial factors are incorporated into the econometric model,and the spatial lag model with fixed effect is selected according to Lagrange multiplier test and hausmann test.The development bottleneck and future main driving point of scientific and technological innovation in the Guangdong-Hong Kong-Macao Greater Bay Area are identified through the conclusion of quantitative empirical analysis.
