Research On Enterprise Credit Supervision Under The Backgroud Of Commercial Registration Reform

Commercial registration system is developed with the transformation from planned economy to market economy.It played an important role in maintaining the order of market and guaranteeing the safety of market transaction in a certain period.But with the rapid development of the market economy,a lot of government's administrative examination and approval for the commercial subject can't satisfy the market need for high efficiency.In March 2014,China launched out a reform of the commercial registration system.It lowered the entry threshold for commercial subject and aroused people's creativity which made the number of commercial subject spring out quickly.The reform has effectively solved the problems of people's investment and gained some results.However,in face of increasingly arduous social governance tasks,the role of conventional governance is declining,and the role of credit supervision is increasingly prominent.Basing on government supervision theory,we choose commercial registration reform and the change of the supervision mode as the breakthrough.The main purpose of enterprise credit supervision is to adapt to the need of the reform and innovate the government management.By expanding the depth of “management” and implementing credit supervision,we can achieve the goal of“strict management” so as to realize the transformation from “all-round government” to“limited government”,and finally achieve the goal of improving the level of enterprise credit supervision and building a new type of enterprise credit supervision mechanism.The dissertation studies Deqing enterprise credit supervision under the background of commercial registration reform.As a member of market supervision department,the author carries out research by visiting Deqing Administration for Market Regulation and its subordinate part of county.The method of literature,case study,comparative research,panel discussion are also taken.The paper first analyzes the commercial registration reform and enterprise credit supervision of market supervision department.Then it analyzes the current situation of enterprise credit supervision in Deqing and sums up the new measures of enterprise credit supervision under the background of the commercial registration reform.Next it summarizes the problems and the causes of the local enterprise credit supervision.Lastly,learning from the credit supervision experience of domestic developed areas such as Foshan?Hengqing district?Tianjin,the dissertation puts forwards the suggestions to improve the level of enterprise credit legal system,implement classified supervision of credit,build credit information sharing platform,enhancement of the efficiency of law enforcement personnel,improvement of the double random sampling system and build a co-governancemarket supervision system.
