Policy Supply,Interest Game,and Policy Implementation

As China’s requirements for the modernization of the country’s governance system and governance capabilities continue to increase,so do the government’s ability to implement policies.The result of policy implementation not only affects the quality of life of the target groups of the policy,but also measures the credibility of the government’s execution.As a complex administrative activity,policy implementation is affected and involved by many factors.Existing studies have conducted a detailed analysis of various factors,but from different perspectives and angles,the discussion of various factors is difficult to form an effective academic dialogue.It is difficult to generalize the analysis framework with strong universality.This study takes the implementation process of the escalation and reconstruction policy in Beijing’s S community as the research object,and conducts a study on the implementation process of the escalation and retrofit series of policies in the old community in Beijing,based on two theories of the initiative alliance theory and the Smith policy implementation process model Using semi-structured interviews,non-participatory observations,and literature research methods to try to describe and explain the problems of the implementation of the old-fashioned districts’ ladder-building renovation policies.This study identified two factors that have an impact on the implementation of policies through field research on the process of increasing the ladder in the S district in Beijing and literature research: policy supply and interest games,and used these two factors to build an analytical framework for S The analysis and testing of the escalation process of the community,the research found that the clarity of the responsibility structure of the policy supply level and the constraint of policy flexibility on the policy space have an impact on the results of policy implementation;the interest game dimension is different from the different orientations of interest groups.The game process of the interest groups has an impact on the implementation of policies.Based on the analysis framework,this article gives constructive policy suggestions for different dimensions,and believes that we should pay attention to the rationality of policy formulation and establish a sound system of rights and responsibilities,build an interactive communication platform for interests,and optimize the dialogue channels of interest groups.
