Construction And Research Of The Retardance Model For China's Green Growth Policy Implementation Based On Policy Networks Theory

In the recent 30 years,the ‘miracle' of China's rapid economic growth has caused serious destruction of environment and the environment now has in turn restricted economic development.Therefore,it is an important mission for China to balance environmental protection and economic growth.The 18 th Party Congress has put forward ‘greenization' as a new national strategy.China also has its green-growth related policies.However,poor policy implementation has caused the gap between the policy effect and its original intention.In this context,the paper purposed a quantitative model to measure the retardance and obstruction of China's green policy implementation.The theory of policy network which is a paradigm with strong applicability in the field of political science has helped to analyze the green growth policy network in China.As the nature of policy implementation is a game,game theory is also applied in this paper.As a scientific method to analyze policy network,social network analysis and its software UCINET were also used here to analyze China's green policy network.Co-term analysis has also made the research scientific.Based on the analysis of China's green growth policy network,this paper found out the objective features and policy retardance mechanism of the policy community,intergovernmental network,producer network,issue network and professional network.It is revealed that the retardance of the green growth policy implementation in China is the combination of forces from the interests and power of the network players.Then a quantitative model was created to measure two levels of policy obstructions,including the whole policy and a certain kind of policy network.With the theoretical test of game analysis and empirical test of Hebei pollutant fee network,the quantitative model in this paper is proved valid.
