In 2020,the "Document No.1" of the central government clearly pointed out that the prominent shortcomings in the rural areas must be made up,continuously ensure food security and promote farmers' income,built a well-off society in an all-round way in rural areas.There are more than 200 million agricultural operators in China,the average cultivated land area per household is only just 7 acres,the allocation of agricultural factors such as land,labor,capital,and technology is not efficient,the scale effect is not obvious.In this context,the paper mainly studies the actual situation of moderate land scale management in China,calculate the appropriate size from two aspects of efficiency and income scale,analyze the influencing factors of farmers to promote the moderate land scale management,and provides a theoretical basis for government policies.Based on the systematic review of the research literature of scholars at home and abroad,rational economic man hypothesis?resource endowment theory?economies of scale theory?sustained income hypothesis theory,this article determines the theoretical analysis framework of the moderate land scale management.It analyzes the policy evolution and actual situation of China's moderate scale land management with relevant policies and statistical data.Then,based on the input-output maximization goal,combined with the China Health and Nutrition Survey(CHNS)database,based on the survey data of Hei,Liao,Lu,Su,Yu,Xiang,E,Gui and Qian from 2000 to 2015,farmer's land scale management efficiency was measured and it was confirmed that 100-200 mu(Chinese acre)is the most efficiency land management scale.Based on the opportunity cost target of farmers' farming,combined with the statistical data of the average net income of grain per mu?the average income of social residents and the wage income of urban employees in 2018,it is calculated that the management land area enables labor to achieve a comparable return on investment in other industries is 99-277 mu.Using the quadratic exponential smoothing model to predict moderate land scale management in 2019-2025,it is estimated that by 2025,the moderate scale area required for farmers to engage in agricultural income to reach the average social income level will be over 207 mu.Below this scale,farmers won't be settled down to engage in agriculture.On this basis,by constructing a Panel Tobit model,this article empirically study the influence of specific factors including householder characteristics,family characteristics,cultivated land quality,and external environment on moderate land scale management.The research shows that: the working population of the family,the rate of food commodities,and whether the arable land can be irrigated have a significant positive impact on moderate land scale management;the age of the head of households,the education level,the non-agricultural income,the force of migrant workers,and the characteristics of land quality have a significant negative impact on moderate land scale management.Based on these conclusions,this article proposes the following: improve the land transfer market and explore the establishment of a guarantee mechanism for rural land transfer;cultivate a group of professional farmers who are familiar with agricultural technology;improve agricultural production conditions,especially land reform and water conservancy construction;establish the complete agricultural technology research ?promotion and application system,enhance the application rate of science and technology in agriculture;market-oriented to achieve sustainable development of moderate land scale management.
