Research On Risk Management Of M Historical And Cultural District Reconstruction Project

In recent years,with the acceleration of urbanization in China,more and more attention has been paid to urban culture.The practical need of developing tourism vigorously also promotes the transformation of historical and cultural blocks.The reconstruction project of historical and cultural blocks involves a wide range of factors,with uncertainties,and faces many risks in implementation.In order to ensure the smooth implementation of the reconstruction project of historical and cultural blocks,achieve the predetermined goals and ensure the economic and environmental benefits,we need to attach great importance to the risk management of the reconstruction project of historical and cultural blocks.This paper chooses the case of M historical and cultural block,combined with the risk management in the implementation of the project,analyzes and explores the feasible risk management methods,in order to provide reference for the development of related types of reconstruction projects in the future.This paper first explains the concept of risk and risk management,analyzes the theoretical basis of project risk management and the particularity of historical and cultural block reconstruction project.Then,combined with the M historical and cultural block reconstruction project,through the expert survey(brainstorming + delphi method)to try to identify the risk,then use AHP method to quantitatively study the risk,evaluate the factors considered in the project,analyze the impact of various risks on the project,and rank the impact weight.Finally,based on the results of risk identification and evaluation,a relatively comprehensive and reasonable risk decision-making and response measures are proposed.It is found that the risk of M historical and cultural block reconstruction project is complex and diverse,which is difficult to control and prevent.The relevant risk factors cover seven parts,including policy level,contract level,management level,capital level,design level and construction level,with a total of 15 sub risk factors.Using AHP analysis method to analyze the influence weight of risk factors in the reconstruction project of Mhistorical and Cultural District,we can see that in the first level of risk indicators,the three risk factors of policy risk,design risk and construction risk have a high impact on the project,with the weight reaching 27.59%,23.85% and 16.56% respectively.At the level of secondary indicators,the weight of policy changes,design problems and potential safety hazards accounted for 4.43%,4.61% and 3.20% respectively.According to the risk identification and evaluation results of M historical and cultural district reconstruction project,this paper puts forward corresponding countermeasures for each risk factor.At the same time,in order to manage the project risk dynamically,the corresponding risk monitoring measures are put forward from four aspects: improving the management mode,enhancing the management consciousness,improving the management mechanism,market and information management.
