The Central City work Conference in nearly 37 years pointed out that strengthen the planning and administration for spatial stereoscopes,plane coordination,style integrity,and cultural continuity.Preserve the unique "genes" of the city,including the regional environment,cultural characteristics,architectural style,etc.As the bearers and witnesses of historical cultural relics and urban historical development,the historical and cultural district has important historical and cultural value,positive economic and social influence.In August 2013,the State Council approved Yantai as "National Historic and Cultural City",which has gained broad attention and high recognition on the heritage of history and culture and the protection of historical blocks.The historical and cultural district in Chaoyang-Suocheng is one of the important birthplaces of history and culture in Yantai.It is the important realistic carrier of the establishment of Yantai "National Historical and Cultural City".We must seize the major strategic opportunity for the implementation of new and old energy conversion and new urbanization strategy in the province.We should do well in the development and protection of historical and cultural blocks,so as to inherit and protect the historical context of Yantai.Improving the level and quality of urban development is of great practical significance and far-reaching historical significance.This paper introduces stakeholder theory into the research field of tourism development model of historical and cultural blocks.This paper defines the core stakeholders of tourism development in historical and cultural blocks.Draw lessons from and absorb the model and experience of tourism development of Historical and Cultural blocks in China.By using qualitative and quantitative research methods,this paper analyzes the target interests of the core stakeholders in the historical and cultural district in Chaoyang-Suocheng Yantai on the basis of field investigation and questionnaire survey data analysis.This paper puts forward the tourism development mode of "four in one,three suitable",and takes the historical and cultural district of Chaoyang-Suocheng in Yantai as the sample to carry on the empirical analysis,and puts forward the concrete implementation path.This paper has six chapters.Chapter one discuss background and value of the topic,domestic and foreign research status,research methods and technical route.The second chapter defines the concept of historical and cultural blocks,stakeholders and tourism development.Explain the theory of stakeholders and the relationship between stakeholder theory and tourism development.Put forward the stakeholders and the core stakeholders in the tourism development of historical and cultural blocks.The third chapter summarizes the demands and contradictions of the tourism development of historical and cultural blocks in China.On the basis of previous studies,this paper further summarizes the tourism development models of 8 historical and cultural blocks and their enlightenment to the tourism development of the historical and cultural blocks of Chaoyang-Suocheng in Yantai.The fourth chapter investigate and analyze the stakeholder demands of the historical and cultural blocks in Chaoyang-Suocheng Yantai,comb the interests and relations of local government,developers,local residents and tourists,and put forward the "four in one and three suitable" tourism development model.The fifth chapter analyzes the feasibility of the historical and cultural development value in Chaoyang-Suocheng City of Yantai.Based on the "four one in one and three suitable" tourism development model,we put forward the specific implementation path of tourist development of historical and cultural district in Chaoyang-Suocheng city of Yantai.The sixth chapter summarizes the conclusion of this paper,innovation and the need for improvement.
