Since the reform and opening up,import and export trade has occupied an important position in my country’s economic map and has been an important driving force for my country’s rapid economic development.However,since the outbreak of the global financial crisis in 2008,China’s foreign trade has been under greater pressure.The demand for Chinese goods in overseas markets has been significantly reduced due to the economic downturn,resulting in a significant decline in China’s trade volume and further China’s economic growth has declined.In this complex international market environment,how to transform the traditional trade model to maintain the development of the foreign trade industry has become an important issue.In this context,the emergence and rapid development of cross-border e-commerce(referred to as "cross-border e-commerce")has given hope to the transformation of foreign trade.In 2018,the total amount of cross-border e-commerce in my country has reached 9 trillion yuan,and cross-border e-commerce has become a dazzling growth point of my country’s economy.In order to promote better and faster development of cross-border e-commerce in my country,relevant administrative departments in my country have successively issued a number of policy measures to create a good institutional environment for their development.However,how effective are the policies issued by my country’s management departments in the field of cross-border e-commerce? This is a questio n worth studying.In the relevant policy practice,the establishment and construction of China’s cross-border e-commerce comprehensive pilot zone is representative.Therefore,this paper uses this pilot as a representative of the cross-border e-commerce policy field to conduct research and evaluation to provide follow-up policy formulation Certain academic reference.In order to scientifically evaluate the policy effect of the pilot,this paper selects the double difference method as the analysis tool.Since the double difference method can make two differences between the time dimension and the space dimension,the result is more scientific and effective,so it has been widely used in the field of policy evaluation.In terms of samples,this paper selects panel data of 36 large and medium-sized cities across the country from 2012 to 2018,of which 13 cities are used as the experimental group,and the remaining cities are used as the control group.In terms of policy timing,except for Hangzhou in 2015,the rest of the experimental groups were all in 2016,from which the effective samples required for double difference can be constructed.Further,this article also discusses the mechanism of the policy,that is,if China’s cross-border e-commerce comprehensive pilot zone has a significant policy effect,what is its role? Through empirical analysis,it is found that the establishment of the cross-border e-commerce comprehensive test zone has a clear promotion effect on the development of cross-border e-commerce,indicating that the policy has achieved good policy effects.Further,this article finds that in the construction of C hina’s cross-border e-commerce comprehensive experimental area,all regions attach great importance to the role of information construction.Therefore,this article proposes a hypothesis that the policy promotes the development of cross-border e-commerce by enhancing the level of regional informatization.In the empirical test part,this article uses the "three-step method" to verify the mediation effect to prove the hypothesis.Finally,the article has conducted various robustness tests,and all have passed.This shows that the existing policy design ideas are correct,and it enlightens us to continue to deepen reforms and build a more efficient system for the continued development of cross-border e-commerce.
