With the rapid development of China’s economy,the scale of cities is also expanding.Therefore,how to accelerate the transformation and upgrading of industrial structure is particularly important.In addition,the international situation is constantly changing,unstable and uncertain factors are increasing,so the Chinese government has put forward a new development pattern of "double circulation".The emergence of cross-border e-commerce comprehensive pilot zones helps to promote the high-quality development of urban economy and the transformation and upgrading of industrial structure,and cross-border e-commerce may be a booster hand to promote the transformation and upgrading of urban industrial structure.Therefore,studying the impact of the cross-border e-commerce comprehensive pilot zone policy on the transformation of urban industrial structure and its mechanism can provide ideas for further understanding the implementation of the cross-border e-commerce comprehensive pilot zone policy,identifying the actual differences between different cities after the implementation of the policy,optimizing China’s industrial structure and accelerating the structural transformation.In this paper,theoretical analysis and empirical test are combined to demonstrate the effect.On this basis,three research hypotheses are put forward.Second,the tax policies of the comprehensive trial area promote the transformation of urban industrial structure by improving the innovation ability of enterprises.Third,the supervision and payment policies of the comprehensive pilot zone can effectively improve efficiency and reduce cost for enterprises,attract more enterprises to settle in the park,gather talents,accumulate human capital,and promote the transformation of urban industrial structure.This paper selects the relevant panel data of 70 large and medium-sized cities in China from 2012 to 2020,and uses the DID method to test the impact of the policy of cross-border e-commerce comprehensive pilot zone on the transformation of urban industrial structure.The following conclusions are drawn: first,the establishment of cross-border e-commerce comprehensive pilot zone can effectively drive the transformation of urban industrial structure.After adding many control variables,the regression coefficient of policy interaction term is still significantly positive,indicating that the establishment of comprehensive test zone can promote the industrial structure transformation.Secondly,the transformation of urban industrial structure can be driven by three intermediary mechanisms: informatization level driven,innovation driven and human capital accumulation driven.The empirical analysis verifies and proves the proposed three research hypotheses.Third,the difference in urban geographical location affects the policy effect of cross-border e-commerce comprehensive pilot zone.According to different geographical locations,the cities are divided into eastern cities,central cities and western cities,and the implementation of the cross-border e-commerce comprehensive pilot zone policy in the eastern,central and western cities is tested. |
