Research On Improvement Of GDP Accounting Quality In Heilongjiang Province

Being caught in the Middle-income Trap,Chinese local government scramble to launch GDP competition,taking GDP growth as the goal of economic development.This problem has attracted extensive attention from scholars at home and abroad.As a statistical accounting KPI,GDP has become the effective reference for government in macro-control,playing an irreplaceable role in guiding and verifying the development and progress of the economy and society.However,at local governments,the problem of GDP and its accounting system not adapting to economic and social development is gradually highlighted.There is a tendency for government to depart from the objective law of economic development and blindly pursue GDP.Heilongjiang,as a province with lowest GDP in China,has made some achievements in the implementation and application of GDP accounting statistics,but still fails to meet the public expectations.How to eliminate public doubts,how to improve the quality of accounting data and how to apply GDP to grasp economic operation and medium and long-term planning are the directions of the governments' future reform and development in data statistics.Based on explaining and analyzing the concept and method of GDP accounting,the paper firstly discusses the significance of accounting method to economic analysis,and it analyses the accounting institutional factors that affect the accuracy of GDP data.Then,combining Heilongjiang Province's GDP with related index data from 1978 to 2017,with the method of qualitative and quantitative analysis,it comprehensively analyzes the current status accounting in Heilongjiang and summarizes the problems existing in current statistical accounting technology and management system.In the end,the paper puts forward countermeasures and suggestions to improve the quality of GDP accounting in Heilongjiang,expecting that local government could stop to take GDP data as the sole achievement of its performance,could fully understand and master more indicators of national economic accounting,could comprehensively evaluate the internal driving and external structure of regional economic growth,and could reasonably and predictably formulate macroeconomic policies.
