Nowadays, reform of institutions are push forward constantly by our government, most of the inspection agency are operate independently instead of support by government either in policy phase or economic phase, more and more inspection agency will face the challenge&danger of the marketization. How to surviving without government support become the biggest problem to those inspection agencies. Inspection agency B is a typical institution which is being reformed. Only using the theory&method of Project Management, enhancing core competitiveness of the institution, Striving for more customers, can Agency B surviving form mass marketization.The main content is showing below:(1)Use tree diagram method to divide the goal:"Improve the quality of inspection agency B" into several factors which impact the quality level of laboratories, combining experience and trend of some laboratories in developed countries, summering up the necessary conditions (Accuracy^Timeliness., Normalization)which a high quality laboratory has.(2)According methods of quality management, analysis the Accuracy、 Timeliness、Normalization from the aspects of "workers"、"machines"、"materials"、"methods"、"environments",prepare for next process analysis.(3) Draw a flow chart, including level1、Ievel2flow chart of Agency B, tracking two typical cases and draw a Gantt chart, compare the different between two cases. According to the improved methods of process optimization, analyze the daily work processes and the present quality level of laboratories, improve the unreasonable and redundant process, formulate a detail optimization scheme, and draw a optimized flow chart. (4)Base on PDCA, implement the total scheme of process optimization, then, record the data and draw the data statistics chart, analysis the improved result. Sum up experience of this optimization, so as to make a continuous improvement in the future, make the inspection level of Agency B a greatly leap.After the implementation of process optimization, the statistic data of the Agency B about the accuracies of samples and power of attorneys^accuracy of original record、ordinary inspection report period、and secondary inspection report period has improved unevenly.
