Research On Financing And Payment Mode Of Long-term Care Insurance In Liaoning Province

With the deepening of the aging population in China,the demand of the disabled elderly for daily basic life care services is increasing day by day,which undoubtedly brings huge economic burden to the elderly themselves and their families.In order to avoid high care costs to bring the family's pressure,solve the problem of good about the old man health of the people's livelihood,in this context,in December 2016,issued by Ministry of Human Resources and Social Security of "instructions on creating a pilot area of long-term care insurance system ","guidance" is put forward in the pilot cities set up social insurance model of long-term care insurance,and strive to be "much starker choices-and graver consequences-in " period,the establishment and corresponds to China's socialist market economic system of long-term care insurance system.In such a serious aging situation,it is inevitable to establish long-term care insurance in Liaoning Province.This paper discusses the financing and payment mechanism of long-term care insurance in Germany,Japan and the Netherlands.Based on the analysis of the relevant policies and financing factors of each city in Liaoning province,the author designed the payment mechanism of long-term care insurance in Liaoning province from the aspects of payment object,payment mode and payment items.Through the International Labor Organization(ILO)financing model,the financing level of long-term care insurance in Liaoning Province under the pay as you go system was calculated,and the rate sharing of each financing subject and its feasibility were analyzed to obtain the preliminary financing plan of long-term care insurance in Liaoning province.Finally,on the basis of the insurance model set in this paper,some suggestions are put forward to provide reference for the construction and development of long-term care insurance financing and payment mechanism in Liaoning Province.
