Study On The Entrustment Management Mode Of Long-term Care Insurance In Chengdu

With the aging of population structure and the decrease of mortality,countries around the world have been faced with the increasing demand for nursing care of disabled groups,but the economic security and service security have not adequately addressed the problem.China’s population aging process is extremely fast,in such a highly compressed development background,the vast majority of the elderly group failed to reserve enough assets for themselves to cope with the risk of old age disability.In order to solve the problem of "providing for the elderly",Chengdu city officially launched the pilot work of social long-term care insurance in 2017.Among them,Chengdu city chooses the entrusted management mode of purchasing management services from commercial insurance companies as the supply mode of handling management services.Why does Chengdu choose this mode of management service supply? What effect has it achieved in the actual operation process,and what problems does it face? What are the causes of the problem? How to perfect the existing policy to ensure the good operation of entrusted management mode? The answers to these questions are of great significance for the good operation and long-term development of the entrusted management mode of long-term care insurance in Chengdu.This study will research scope is limited to the long-term care insurance system of Chengdu,the core of the long-term care insurance system of Chengdu entrusted agency management mode,in public choice theory,principal-agent theory,transaction cost theory and new public service theory as the instruction,the government "triangle model" for strategic management analysis paradigm,For long-term care insurance choice organization of management mode of Chengdu realistic motive and value orientation,the related subject resources endowment and to study the distribution of power and responsibility relations,and finally using intensity sampling and convenient sampling method,extraction of organization of management service of 16 interview relevant personnel,and the interview results combined with organization of the management process of participatory observation,The present situation of entrustment management mode is analyzed.The investigation found that the current entrustment management model has the following problems: difficult to control moral hazard in the evaluation stage,poor supervision of the agreed care institutions,difficult to guarantee the actual quality of care services and the lack of necessity for the government to purchase third-party supervision services.Finally,by applying the principal-agent theory and the new public service theory,the paper puts forward some suggestions on optimizing the operation mechanism,such as perfecting the moral hazard prevention mechanism,pre-quality management,opening the boundary of service project selection,perfecting the assessment method of institutions,and giving the entrusted agencies the right to manage.Compared with previous studies,the innovation of this study is as follows:This study based on the triangle model of strategic management mission management,political management and operation management,analysis of three dimensions to build long-term care insurance entrusted agency management mode analysis framework of mechanism study,thus to realize the public value through the study of organization of entrusted management main body behavior,improve the study of the integrity and consistency,it embodies the public value orientation of the research.However,the analysis process under the guidance of strategic management triangle model still has some deficiencies,and it is also a problem to be further studied.First of all,the strategic management triangle model only provides a set of overall management ideas for strategic managers,but there is still a lack of guidance for specific methods to improve management efficiency.Therefore,more field investigation and research are needed to guide better practice by combining theory with practice.Secondly,due to the lack of relevant data,this paper does not establish an evaluation index system for the evaluation of the performance of the operation management service,and carries out the performance evaluation of the mode operation based on this,so there is a lack of quantitative evaluation based on real data.The performance evaluation system constructed in this study is only designed for the entrusted management mode,but the analysis of Chengdu’s experience is not only to guide and improve the practice of Chengdu,but also to find common problems in all modes.This requires us to build a universal performance evaluation system in the follow-up research to expand the scope of research objects,and through more in-depth investigation to obtain detailed operational and management business data,to build a universal performance evaluation system,and promote policy improvement through performance evaluation comparison.
