It is a tradition of human civilization to live in peace and contentment.The housing problem is not only related to the vital interests of the people,but also to social harmony and stability,which determines the prosperity and long-term peace of a country.In China,the housing rental market has been lagging behind the development of the housing transaction market for a long time,and the lack of adequate government supervision has led to frequent problems,which has seriously affected the life happiness of people renting houses.In recent years,the state introduced a series of policies to encourage and support the development of the housing rental market file,xi jinping,general secretary in the big report to build a "hire purchase and" housing system,become the basic direction of the housing system reform and the important target,the rental housing market development was promoted to an unprecedented height,housing rental market ushered in the new development opportunity.As a typical city with a net inflow of population,guangzhou has a large number of migrants,and the housing rental market is still dominated by private rent,which makes it difficult to supervise.The guangzhou municipal government actively explored and practiced,introduced the market-oriented housing rental cooperative governance mechanism,and initially formed a good pattern of cooperative governance among the government,industry associations,industry enterprises and the public.Based on the collaborative governance theory and the SFIC model,this paper applies literature research,case study,comparative analysis and other research methods,and combines the market status survey and daily work practice to define and analyze the concepts of market-oriented housing lease and cooperative governance of market-oriented housing lease.Secondly,based on investigation and analysis,literature research and the status quo of the market research based on SFIC model this paper analyzes the present situation and the development of the housing rental market in guangzhou collaborative management of the status quo,the existing main problems are analyzed and concluded: collaborative power imbalance,inadequate protection of the defect of government institutions,policies and regulations,and inadequate information resources sharing,and analyzes the causes of the problem: the backward management concept,organization construction is insufficient,lack of top-level design and technology application;Thirdly,the collaborative governance cases at home and abroad are compared and analyzed,and experience is formed for reference.Finally,this paper,after research,from the concept of innovation,organizational construction,top-level design,technology integration four aspects to put forward the guangzhou market-oriented housing rental cooperative governance of the optimization of countermeasures.
