With the continuous development of Shared economy,Internet technology continues to progress,people's travel demand is increasing day by day,Internet booking the taxi is The Times called for vigorous development,different from traditional cruise taxi,net about car has an appointment is convenient,the price adjustment in accordance with the time,online operation and pay,evaluation mechanism,etc,and these characteristics to meet the public traffic demand personalization and differentiation.About car network development scale is more and more big,the development is becoming more and more diverse,in the form of a unified platform to provide vehicles to hire a driver,also have a car owner in conformity with the requirements of vehicle access platform for running,with the diversified development of the form and scale of increasing vehicle,management and supervision of the government to network about car has brought new challenges,at the same time also appeared a lot of security and management problem.At present,under the guidance of the basic policies of the ministry of communications,all parts of the country have issued the corresponding rules for the management of online ride-hailing in 2016,but there are some problems and difficulties in the implementation process based on the actual situation.Mainly embodied in the following aspects,first,the platform does not wish to provide the real data to regulators,regulators failed to fully grasp real car platform operation about various network at present,in the second place,despite the fact that an increasing number of network about vehicles and personnel obtained permits,but some drivers in order to avoid high insurance premium,still did not deal with relevant approval formalities,lead to regulation are blind area.Third,when the regulatory authorities investigate and deal with the unlicensed online ride-hailing on a large scale,the number of online ride-hailing vehicles will be greatly reduced for a period of time and the number of vehicles will be reduced,which will directly lead to more difficult and expensive ride-hailing.Fourthly,safety problems of ride-hailing occur frequently,and the platform is not strict in reviewing access vehicles and personnel,so it cannot completely avoid safety problems.In view of the above problems,this paper will comprehensively analyze the current situation of online ride-hailing supervision,combine with the corresponding regulatory policies,collect the data of online ride-hailing in hangzhou,and demonstrate and study the ways and methods of the government and the society in the management of online car-hailing industry through literature analysis,questionnaire survey and statistical analysis.Finally,based on the mode of collaborative management,the author puts forward four Suggestions on policy measures,namely,encouraging resource equivalence,removing industry monopoly and further strengthening the foundation of collaborative management.To carry out the responsibilities of all parties and promote effective guidance;Improve the system,and ensure the transparency and fairness of the system development process;Strengthen communication and cooperation,and promote the smooth progress of the collaborative process.
