With the rapid growth of China's economy,the social demand for property management is also increasing.So far,property management in China has developed for nearly 40 years and has become an important part of urban management.With the transformation and upgrading of China's economy,the type of property management is also further expanding.Although the current industry project type is still residential property,the growth rate of non-residential property is obviously accelerated.Since 2016,as one of the contents of deepening the reform of state-owned enterprises,the state has comprehensively promoted the separation and transfer of "three supplies and one industry" of state-owned enterprises,with the aim of stripping state-owned enterprises of public service functions that are inconsistent with their main business.in order to effectively lighten the burden on enterprises and promote the innovation of systems and mechanisms.The policy of "three supplies and one industry" brings not only opportunities for development,but also challenges to property enterprises.As a new type of property project,what new risks will the state-owned enterprise under the background of "three supply and one industry" bring to the property enterprise,which is different from the traditional property project?How do property enterprises deal with these risks?These are all questions that need to be answered by summing up practical experience.On the basis of the review of relevant theories,this paper takes the property service project "Xi'an Thermal Research Institute" under the jurisdiction of S Business Company as the research object,and collects the economic operation data and risk events of the project department from 2016 to 2018 through visits and investigations.to summarize and sort out and analyze.This paper probes into the risk problems encountered in the property projects of state-owned enterprises such as "Xi'an Thermal Research Institute",as well as their sources,consequences and interrelationship,and uses RPN evaluation method to quantitatively analyze these risks.The results show that there are 3 categories and 9 kinds of risks faced by the project.The parent company is the main source of the project risk,the strategy of winning the bid at low price is the biggest risk factor,and the economic loss is the main risk consequence.Finally,combined with the actual situation of S Business Company,this paper puts forward a variety of risk response strategies through prevention,mitigation,transfer and other ways,including:abandoning the second project department of the Thermal Engineering Institute and abandoning the strategy of winning the bid at a low price.improve the company's risk management system,strengthen quality management,optimize system policies,strengthen communication with Party A,and resolutely implement the policy of production safety.
