Public Satisfaction Evaluation And Comparative Study Of China's Long-term Care Insurance Pilot Program

The aging population and family size miniaturization have led to the socialization of global long-term long-term care risks.Many countries began to respond to this risk through social insurance,which is defined in this article as Social Long-Term Care Insurance(SLTCI).On June 27,2016,the Ministry of Human Resources and Social Security of the People's Republic of China issued guidance on the pilot of the long-term care insurance system(hereinafter referred to as the "guidance").At this stage,each pilot area has formed its own unique SLTCI scheme.This paper uses the research results of public satisfaction in the evaluation of social insurance projects to build a public satisfaction model of China's SLTCI program.Based on this,the differences between different pilot schemes are analyzed,and the SLTCI system model that has the most application prospects in China is found out,which provides a realistic basis for the construction of the SLTCI system in China.First,introduce the meaning and main mode of long-term care insurance,sort out the framework and characteristics of current domestic and foreign SLTCI system from financing,payment and operation,the three aspects of system,and combine the content and related applications of public satisfaction to define SLTCI public satisfaction as: the public's subjective feelings after comparing the needs and expectations of the SLTCI system with their actual policy experience.Second,select four typical SLTCI pilot program areas in Shanghai,Qingdao,Chengde and Shihezi to distribute questionnaires.Use a binary logistic regression analysis method to establish the SLTCI public satisfaction model,and finally the significant influence factors of 2 individual demand levels and 4 policy experience levels are obtained,and it is concluded that SLTCI public satisfaction is more affected by factors from the policy experience level.Third,assume that the design of the SLTCI pilot program affects public satisfaction,the public policy experience layer factors are used as evaluation indicators to compare and analyze the public satisfaction evaluation under each pilot region program.The results show that the financing,payment,and operation model design of the SLTCI pilot program have made a large difference in the payment level,type of care,payment level,and handling services,which has affected the evaluation of public satisfaction.Finally,it is concluded that China's SLTCI system should take advantage of proportional financing and establish a reasonable and stable financing mechanism.The level of benefits should be commensurate with the level of funding and the risk of disability.Adhere to the priority of in-kind payment,and add cash payment according to local conditions.Scientific introduction of commercial insurance institutions.
