Research On The Impact Of Agricultural Insurance On Upgrading Of Agricultural Industrial Structure In China

With the changes in the agricultural development stages,the main contradiction faced by China's agricultural development has also undergone a major transition,which has shifted from the total amount shortage to structural contradiction,and accelerating the upgrading of agricultural industrial structure has become an important content of China's agricultural development.After several adjustment,the upgrading of China's agricultural industrial structure has achieved certain results,but the agricultural risks in this process are increasingly prominent,and the existence of these risks restricts the transition of agricultural industrial structure to a more advanced form.To solve the agricultural risks in the process of agricultural industrial structure upgrading,it is very important to take reasonable agricultural risk management measures.As an important tool of risk management,agricultural insurance is mainly used to diversify and transfer agricultural risks,therefore,it is necessary to deeply explore the impact of agricultural insurance on upgrading of agricultural industrial structure,which is of great significance to improve the agricultural insurance system and promote the upgrading of agricultural industrial structure.Firstly,this paper combs the relevant literature about the relationship between agricultural insurance and upgrading of agricultural industrial structure at home and abroad,and on this basis to determine the entry point of this study.Secondly,this paper defines the related concepts of agricultural insurance and upgrading of agricultural industrial structure.Then based on the agricultural risk management theory and upgrading of industrial structure theory,and combined with the analysis of the major risks in the process of agricultural industrial structure upgrading,this paper theoretically discusses the influence mechanism of agricultural insurance on upgrading of agricultural industrial structure.Finally,on the basis of provincial panel data from 2010 to 2018 in China,this paper uses dynamic panel model to empirically investigate the impact of agricultural insurance on upgrading of agricultural industrial structure,and conducts a mediation effect model to empirically test its influence mechanism,and further analyze the regional heterogeneity of the effect of agricultural insurance on upgrading of agricultural industrial structure.Based on this,the main research conclusions are summarized and policy recommendations are given.Through theoretical analysis and empirical research,the main conclusions are as followed:(1)Agricultural insurance has a significant positive impact on upgrading of agricultural industrial structure.To a certain extent,agricultural insurance help farmers spread and transfer the agricultural risk in the process of upgrading of agricultural industrial structure,ensure peasants' economic benefits of upgrading of agricultural industrial structure,so as to promote the upgrade of agricultural industry structure smoothly.(2)In terms of the influence mechanism,there are two main mediators of agricultural insurance on upgrading of agricultural industrial structure: agricultural credit supply effect and agricultural technology progress effect.In other words,agricultural insurance mainly promotes the upgrading of agricultural industrial structure by promoting agricultural credit supply and agricultural technology progress.(3)There is obvious regional heterogeneity in the impact of agricultural insurance on upgrading of agricultural industrial structure,in the eastern and western regions,agricultural insurance has a significant role in promoting the upgrading of agricultural industrial structure,while in the central region,the impact of agricultural insurance on upgrading of agricultural industrial structure is not significant.Based on the above conclusions,this paper proposes the following policy recommendations:(1)Strengthening government support for agricultural insurance,attracting more farmers to participate in agricultural insurance,and providing a strong guarantee for the upgrading of agricultural industrial structure.(2)Continuing to innovate agricultural insurance products and meeting the diversified needs of agricultural credit and agricultural technology.(3)Paying attention to regional differences,increasing policy preferences for agricultural insurance in the central and western regions,and boosting the upgrading of agricultural industrial structure in the central and western regions.
