The traditional model of the new economic geography is mainly built on the assumption of homogeneity of human capital, and the current Chinese economic transformation is imminent.This highlights the importance of Human capital heterogeneity increasingly in economic development and industrial transformation&upgrading. Human capital does not conduct in-depth analysis, it is difficult to make a proper judgment on the current economy. To transforming economic development mode, each region should achieve industrial restructuring and upgrading based on their local human capital conditions. The research to the role and mechanism of Human capital heterogeneity in regional industrial upgrading provide theoretical guidance for the current economic development, has some practical significance.In this paper, it focus on human capital heterogeneity and labor market segmentation and their way to influence industrial upgrading, relying on the new economic geography framework.We divide human capital into universal human capital, special human capital, and innovative human capital,and also take three labor market segmentation into consideration:first and secondary labor market segmentation,labor market sector segmentation,and labor maket region segmentation. We analysis the intrinsic relationship from theoretical and empirical between human capital and regional industrial upgrading, and through case studies put forward the corresponding policy recommendations, specifically include the following:First, build human capital heterogeneity Indices combined2001-2011data analysis Chinese provincial human capital heterogeneity of time and space evolution. Draw on human capital measurement from Mincer equation and labor economics, Herfindahl index for industry concentration analysis, build human capital level,human capital Gini coefficient and Herfindahl index. On this basis, combined with China’s investment in human capital and human capital health, describes the time and space Chinese provincial evolution of human capital.Second, establish a theoretical framework to simplify the model and the heterogeneity of human capital and regional industrial upgrading based on the analysis of China’s current three regional industrial upgrading the status quo. Three regional issues facing industrial upgrading in China have their own characteristics, industrial hollowing is an important current risk faced by China’s regional industrial upgrading.It makes technological innovation and industrial upgrading stagnation. Suzhou, Wenzhou and Dongguan in the case of industrial hollowing-based analysis is typical performance."Ghost town" phenomenon currently in China Metro construction, is a sample of human capital constraints industrial upgrading, also the industrial hollowing manifestations. The type of human capital is divided into universal human capital, special human capital, and innovative human capital,with three forms of labor market segmentation, combined with Cobb-Douglas production function and the three major regions in China’s economic development and industrial upgrading process of the actual situation, establish a simplified analytical model. On the basis of the forefront literature,a theoretical framework is to build for human capital heterogeneity and regional industrial upgrading.Third, empirical studies of human capital heterogeneity and regional industrial upgrading. First, examine the human capital heterogeneity and industrial upgrading from the perspective of labor market segmentation, with labor productivity as a measure of technological progress and industrial upgrading, by examining the human capital level, human capital structure (human capital Gini coefficient, human capital Herfindahl index), three forms of labor market segmentation conditions and changes in the relationship between labor productivity, sub-regional and labor market segmentation analysis the effect of universal human capital, specail human capital, innovative human capital in technological progress and industrial upgrading. Based on the Footloose Entrepreneurs model, build a new economic geography model includes universal human capital, special human capital, innovative human capital. It use Chinese Provincial Panel Data2001-2011, reveals the various regions of China human capital heterogeneity, labor market segmentation,and their impact on industry and spatial distribution of regional industrial upgrading. And in-depth analysis of the subregion, further strengthen our understanding of the different areas of industrial upgrading path.Fourth, verify the provinces special human capital, innovative human capital, labor productivity exist obvious spatial correlation, panel data methods for investigating the use of space human capital heterogeneity impact on regional industrial upgrading and labor productivity in interprovincial space spillovers. First introduced research associate space spatial economics analysis and spatial spillovers. On the basis of spatial correlation analysis, construct space neighboring weight matrix, geographical distance spatial weights matrix, income distance spatial weight matrix, economic distance spatial weight matrix for spatial econometrics. For the relationship between special human capital, innovative human capital, labor Market Segmentation with labor productivity did a spatial econometric analysis. The results showed that both spatial lag model and spatial error model, spatial spillover effects are present and significant, and spatial lag effect is weaker than the spatial error effects. Spatial error effect is the main space spillovers affect the Chinese inter-provincial labor productivity.Fifth, combined the theory with reality, starting from Zhejiang case, analysis human capital heterogeneity, the value chain upgrading of industrial clusters and regional industrial upgrading. First, analysis the power and logic of human capital heterogeneity and value chain upgrading in theory. Then, from Zhejiang industrial clusters and county economic realities propose measures and path of industrial upgrade based on the human capital heterogeneity. Transformation and upgrading of the county economy and industrial clusters, all in "industry clusters-the county economy-the central city" Space System, must fully consider the heterogeneity of human capital in the formulation of policies and measures. industry cluster upgrade driven by human capital, upgrade and promote the county economy.Sixth,rethink the current industrial upgrading in China’s regional policy and make recommendations. It should not be too much emphasis on three industrial structure; industrial upgrading should be avoided in industrial hollowing; should pay attention to the domestic industry chain construction based on the global value chain; interaction between regions should be coordinated according to human capital heterogeneity, reach a gradient industry transfer and upgrade; exit inferior balanced of labor market segmentation.
