Study On The Efficiency Of China's Processing Trade Policy Based On The Policy Implementation Process

The processing trade is a great practice of China's reform and opening strategy,and an effective way to make full use of two markets and two kinds of resources to accelerate the development.It is an important channel for China to make full use of its own advantages,undertake international industrial transfer,and actively participate in the international division of labor.It is also an important means to solve China's employment problems.At present,China is in the critical period of "middle income trap" which is easy to appear in developing countries,and the development and promotion of processing trade is still the inevitable choice for China to accelerate the process of industrialization and urbanization and build a harmonious society.At present,the processing trade is faced with industrial structure upgrading,processing trade gradient transfer and other issues,which promote a new round of development of processing trade policy.For a long time,enterprises have failed to accurately reflect the intention of the country when implementing the processing trade policy,and failed to make full use of the policy to bring benefits to themselves in the process of implementation.At the level of enterprise implementation,how many factors affect the role of processing trade policy.In order to study the impact of corporate executive level on policy effectiveness,this article specially launched this research.From the perspective of processing trade enterprises,this study intends to collect and sort out the policy demands of processing trade enterprises through field questionnaire survey,and analyze the problems existing in the implementation of policies in enterprises.On this basis,the successful experience of processing trade in other countries is analyzed and used for reference.Finally,this paper puts forward four Suggestions to improve policy efficiency,First,enterprise policy publicity should be more comprehensive.Second,enterprises should be clear and detailed in the detailed interpretation of policies;Third,objective conditions should be better prepared.Fourth,the implementation stage must have the service consciousness and the lasting spirit.It provides reference for Chinese government to improve the level of processing trade management,and also provides help for processing trade enterprises to understand and comprehend macro policies.
