China's Processing Trade Regulatory Policy Research

The processing trade has reached half of the total of the exports in our country. But not only the government but also the academia has different opinions about how to know the effect and promote it to develop rapidly, which causes frequent adjustments on processing policies in recent years and brings inneglected effect on processing trade development. According to the principle of objectiveness and science, methods such as logical comparision, qualitative analysis, quantitative analysis, case analysis, literature search, survey on the spot, comparing longitudinal direction with landscape orientation and induction and inference are used in this article to study the processing trade of our country under the international background of globalization. The theory and the international experience of processing trade development are analyzed and the practice of the processing trade development in our country is summarized in this paper.Effects of the processing trade are appraised objectively in the first part: promoting national economic increase continuously and rapidly; promoting the adjustment of industrial structure and technology progress; having been the important means to use foreign investment; supplying employment opportunities; keeping the balance of revenue and expenditures and earning much foreign exchange and promoting the development of regional economic greatly. With the deepening of the international division of labours, the depth and width that China associates closely with the global economic has been improved as never before. In China many changes of the processing trade have emerged in scale, structure, mode, content , main body and so on, so many new requests on the processing trade policies and the supervision mode currently in effect are put forward in the second part. The evolvement of processing trade supervision modes at home and abroad is introduced in the third part, which we should use for reference. The trade friction and smuggling led by the processing trade are studied in the fourth part. Many questions existed in the processing trade development are analysed in the fifth part, such as that the processing trade spread all over China has beenserious challenges to supervision policies; the supervision policies of the processing trade are lagging behind the business development; the processing trade period is long, and involves many government departments, so it's difficult to supervise; the way of classified management made against punishing smuggling; the force of the customs is relatively insufficient, so the supervision task is hard to be finished; the technology standard is unnormative; the government is not stricted with examination and approvment; the bail machine account system needs to be carried out further. Some feasible suggestions are put forward in the sixth part: to breakthrough the traditional supervision idea initiatively; to deal with the relationship between "strengthening supervision" and "promoting development"; to consummate the principle of processing trade supervision system; to optimize processing trade supervision system; to realize coexistence of multi-supervision modes according to the classified management; to adopt communication technology and improve supervision level; to hold the service system of the processing trade; to go all out to promote the successful experience which is got by Shanghai and improve supervision efficiency. The conclusion of this article is as follows: in tune with the domestic claims of the processing trade development, keep abreast of the times in adjusting policies and perfecting supervision mode, which can promote the processing trade to expand scale further, to prolong industry chain, to impove increment rate in local area, to promote technology progress and industry upgrade.
